Vehicle Scrappage Policy: Inputs Sought

The Government via Budget 2021 has finally announced the Vehicle Scrappage Policy and the details will be out via Ministry of Road Transport in the coming weeks. As you know LocalCircles has worked on this issue since 2016. Please share your inputs on what the Government has proposed. Below are the details:

1) Commercial Vehicles over 15 years old and Private Vehicles over 20 years old will have to go through a fitness test costing INR 40,000 and if they clear, will have to pay an additional green tax (10-25% of road tax) to ply.
2) All old vehicles will have to go through this fitness test (cost INR 40,000) every 5 years to continue plying.
3)The Government is considering certain incentives like a discount on purchase of new vehicle (if old one is being scrapped), a discount on road tax and waiver on registration fee to encourage people to buy newer less polluting vehicles.

Please share your inputs on the above and basis them we may escalate collective feedback via a survey to the Government. more

I want to suggest that for retired senior citizens special consideration should be shown. The vehicles should be considered ready for scrappage not merely on basis of the number of years/age of vehicles but also on the basis of actual mileage and usage of the car. Majority of old retired people own cars bought with pension funds and use their cars minimally and carefully. Therefore scrapping all vehicles indiscriminately is not fair and just. Also its a criminal waste as we are not an affluent society unlike the West. more  
The rule for scraping of Commercial Vehicles over 15 years old and Private Vehicles over 20 years old has to be implemented, to keep the environment clean. There can not be any alternative. more

Government discourages usages of vehicles older than the prescribed time limit, thus eliminating air pollution . Older vehicles are pron producing more carbon monoxide, which is environment and health hazard. Very good policy, which should be implemented for the benefit of all human being, living plants and environment. more  
Commercial Vehicle like Truck, Mini Truck etc need to be scrapped within 10 yrs and rest Commercial vehicle in 15 yrs. They are the one who emits excessive Carbon Monoxide. Not the private Cars more
