Firstly this facility (posting/transfers) is misused by the political ruling party for good and bad too. For good the party believes that some particular person will be good in governing. For bad the party believes that particular person had bad policy in previous regime. But there is another factor for bad practice in posting transfer i.e. transferring honest person with a scare of exposing misdeeds of the previous or the present regime. There are solid examples of Haryana IAS officers (Khemka & Kasni) who were transferred very frequently by congress and they are now being treated in the same manner by BJP. In this fashion the posting / transfers are done free according to the will of the political bosses.
Secondly this (posting/transfer) facility is misused by the officials to favour the concerned by appointing them on plum positions. In this way the official transferring his mate is gaining corrupt money and the person under posting will gain corrupt money for his stay in that position. It has become an epidemic right from top to bottom. For example there are identified police stations where price tag is fixed. Anyone (Right from SHO to constable level) posted to such stations has to pay first and then gain (huge wealth) for himself. This is not only in police circles. It is applicable to all the departments. It has become CANCER for the nation. more

Presently not much can be done except feeling sad and angry.No politician can be presumed honest or having any regards to the nation or public good..they only take care of themselves,and try to grab as much money and property as they can lay their hands on.Of course all burocrates know it and most of them use this for their own benefit and also other persons who can buy them. more

Political interference in every matter and field, particularly where there is a scope of minting illegal money is primarily responsible for corruption. 2. Honest government officials including the police are not allowed by the politicians to work for the betterment of the citizen. As and when the corrupt politicians feel that the honest government officials are trying to obstruct them from their illegal activities, they use their political influence and get such honest officials transferred. There are many many examples of such instances. 3. Transfer and posting of government officials must be completely depoliticalised and should be done strictly on merit basis of each case and after a minimum specified period. more

There must be a guide line for the tenure and place of posting of government officials which will be strictly followed by all.The minimum tenure should be three years and this person cannot be transferred before three years at any cost.The posting in agency area must be three years for each and similarly deputation service must be three years for each and cannot be violated in any case.I think this system can check the corruption of political people to some extent. more

If in Civil a Military like facilities given like ready homes, schooling etc some of the corruption may be discouraged. more

If our nation is to be upgraded to one of the best developed nation, strictly speaking none of us have an option. Our mindset must undergo complete overhaul. All bosses, including our honorable Prime Minister, must learn to accept and rectify ourselves, our methods, our procedures, etc on the basis of honest criticism by able personalities and honest and upright sub-ordinates. Even if the criticism is not acceptable, as long as it is not done with specific intension of malice, it shall be considered an honest difference of opinion. Plurality of opinion is the essence of democracy. more
