Transfer and postings

Central Govt notification regarding transfer & postings came in 2015 in the wake of the verdict of High Court in 2014 about LG being the real boss over CM in Delhi. Thus the argument that earlier Govt had no administrative issues with LG, does not stand good. Now that, High Court verdict has been set aside by the Supreme Court, this notification should also be re-validated by the Supreme Court. In my opinion, although Delhi Govt has no independent Cadre of officers, the Central Govt has the power to decide as to whom and how many officers it deputes to serve Delhi Govt. Once this is done, Delhi Govt should have the powers for internal transfer and postings and officers must follow and be accountable to the instructions/ orders of Delhi Govt. Otherwise, how can a Govt implement its policy decisions, if officers bluntly refuse to obey every order of the Delhi Govt. more  

So far in the whole murky episode we see a partisan Delhi HC which acts with alacrity on any complaint of BJP MLA's/MP's when they knock directly on the doors of High Court instead of going through hierarchy of Lower Courts - Civil or Criminal cases...that is why for General Public the cases drag on for years from one Generation to Other. With SC also we see that even our Learned and Honorary Judges are privy to Dynastic policy while they are skeptical on Political parties who indulge in the same. In TOI(Delhi Ed.) Government has rejected 11 out of 33 names suggested for HC Judges by collegium and Government has given proof of Nepotism to the SC Collegium in their picks for the Hc judges. Center too wants its own Yes-Men in SC who would fast-track cases which they want to in the manner they want to. I am yet to hear what happened to the 21 odd women who filed cases of molestation against AAP - MLA's and the DM's in each of the cases fast tracked the case issuing arrest warrants against them. Today in TOI, there is also a similar molestation charge filed against Coordinator of Congress's IT cell on a complaint by an Ex-Colleague and he is likely to be arrested. LG, CBI, Police, Bureaucrats all are being misused and arraigned against Delhi CM to stall any good work they undertake. Kejriwal was right in tearing up the LG's Order on seeking Police Department's permission for installation of CCTV's. On one hand the Court and the Media target Delhi CM and his government for not ensuring safety of women and general public and on other hand they create all the hurdles. more  
This is true that without control of the officers no work can be done. Central Govt is totally biased since the beginning of AAP Govt. Now Govt has no alternative but to go to Hon'ble Supreme Court for redressal of grieavances to get the notification of 2015 cancelled. Ram Yadav more  
Central Government has always been biased from the beginning ignoring responsibility and authority of State Governments. Administrative Services, the way it has been handled from the beginning is a clear fact confirming bias. Zeal of BJP to become whole-sole authority in the country replacing Indira Congress (Congress is no more valid) has worsen the situation. BJP started behaving like Congress of pre-1964 era forgetting its critical role in Janta Party formed in 1977, and this has been an unfortunate happening for the Nation. Our country has been exploited by these so called Political Leaders having no sense of politics and intentions to serve one and all in the Nation placing the country backward by more than 200 years. Self-sustainability of the country has been diminishing day by day and internal strength is totally lost. Misappropriation of funds is rampant by all existing political fronts who are interested in Zonal independence without unified Bharat. BJP if does not transform and reform its way of thinking and working it is certain it will be hard for it to return in power, and as far as country and its citizens are concerned they will wholly be depending upon Natural Support and Crisis with no governance. May be some outside authority will control the Nation by virtue of money power or else. more  
If your Salary, Promotion, Perks, Postings, Allotment of House or Transport is controlled by someone than you basically dance to the tune of that person - SIMPLE. Delhi Govt. has no control over it's officers. The Center has designed this system to ensure that the People and Govt. of Delhi listen to the Central Govt. This is irrespective of the Political Party in power at the Center. Either we in Delhi remain in a semi dictatorial system or seek Statehood to break the impasse. Your vote in summer of 2019 shall decide if you want to continue being slaves or not! more
