The Silent Corruption - Inputs Sought

Silent Corruption is form of corruption and at times collusion where the bribe giver and receiver both have high levels of vested interests and benefits associated. As a result, this corruption never gets reported. Only the disadvantged may come to know of it after multiple experiences. Its not talked about in tv and print media either.

With this post, we would like to seek your inputs on various forms of such silent corruption that exist in India. Once we understand such types of corruption, we will have a seperate discussion on solutions.

I just witnessed something like this. But it is set up for future security. A professor at a central college in another part of the state sat on the interview board and got his students appointed to the post of asst professor at another newly started department at another central university. The candidates did not have any experience and did not even meet minimum UGC qualifications for such a post but by cutting and pasting requirements from various years, ignoring even the supreme court rulings and using slight of hands qualified for the post and got appointed. This is when other candidates have decades of teaching experience in such a department and having UGC qualifications were discarded. You can imagine that the professor who facilitated this would be moving onto this new department after retirement to run it on the administrations side. Until then his students would run interference at appointing anyone else to that post. And this is at a central government institution. Going to court and such over a post that barely pays anything is not worth the bother and would cost many years of salary.. But the guy who wants to be at the top can get grants that he can use as he wishes once he gets there after retirement and the perks. That is where the money is. A long game.. So it is not just teaching students but grooming them to become corrupt so he can take advantage of them when the time is right. Surely the students cant object. Because in 15 years they would get to the top post to get those grant money as well. So corruption continues.. more  
We are afraid of talking about Silent corruption of some other Tax Department, where if you don't bribe, even after paying full tax, you get into more and more harassment, additional tax, penalties, fines, interest and unending mental tension. Dept. don't even listen to review request.No body talks about these even after suffering to avoid further suffering. more

madhya pradesh road transport department is the corrupt in all the department. agents are sitting outside the RTO office to assist the RTO in collecting the bribe by charging the fee for any process from the common man. more  
All types of corruption are silent corruptions only. But there are some types of corruptions which are silent and at the same time very loud. For eg: Corruption at RTO, at Municipal Offices and Govt.Dept such as Sales tax etc. If u dont pay, you are harassed to the core, and at the end of the day you have no other alternative than to pay and get the job done. The government should install cameras at such places in every counter and also in the open premises, and ensure that no agents are allowed in the premises. In Mumbai they tried to get the agents out of RTO, but could not do so. Why ? The RTO is the biggest hub of corruption from the traffic police at the signal to the clerk sitting at the counter. Install cameras and give the authority to catch the culprits to an outside agency, under the leadership of the RTO Commissioner. Sack orders to be issued and alterrnate appointments should be made immediately. Improvements will surely take place. Let the 4 RTOs including the newly set up RTO at Borivli. Construct RTOs on vast piece of land, and give more space for vehicles to park, and also provide sufficient place for the people who visit the RTO for their work. Do not allow Agents inside the premises. more
