States where Secy appointed in the past

Many states have appointed Parliamentary secretaries in the past. Although some resigned after court orders, there has not been even a single case where any MLA has been disqualified. Some stances are given below:

Karnataka
Number: Ten parliament secretaries appointed by Chief Minister Siddaramaiah.
Perks: Parliamentary secretaries have a position equivalent to that of minister of state and are entitled to salaries and allowances paid under Karnataka Minister’s Salaries and Allowances Act of 1963 to ministers of state.

West Bengal
Number: The TMC government appointed 26 parliamentary secretaries in 2013 and 2014 to “aid and advise” ministers, but it was struck down by the Calcutta High Court in June 2015.

Rajasthan
Number: Ten parliamentary secretaries appointed by the Vasundhara Raje government, their stated duty to assist ministers in charge.
Perks: From April 1, 2017, as per The Rajasthan Ministers’ Salaries (Second Amendment) Act, 2017, parliamentary secretaries are entitled to salary of Rs 40,000 per month and sumptuary allowance of Rs 50,000 per month, apart from medical facilities for self and family, housing, conveyance, telephone, postal and other facilities.

Puducherry
Number: One
Perks: Rs 1,500 as compensatory allowance for being parliamentary secretary.

Punjab
Number: The previous government appointed 25 chief parliamentary secretaries (CPS), but the appointment was quashed by the Punjab and Haryana High Court in 2016.

Haryana
Number: The present government appointed four CPSs soon after coming to power in 2014. This was challenged on the same grounds as in Punjab, and all four were removed from their posts.
Perks: The CPSs were entitled to salary, travel expenses, an office in the civil secretariat, office staff and salaries of staff attached with them, medical and telephone bill reimbursements, and government accommodation.

Gujarat
Number: The last Vijay Rupani government had 11 parliamentary secretaries, the highest in any Gujarat government, while the Anandiben Patel government had five.

Telangana
Number: In December 2014, the Telangana government appointed six TRS MLAs as parliamentary secretaries in the rank of cabinet minister. On May 2, 2015, the court struck down the government order for the appointments.

Arunachal Pradesh: Has 23 parliamentary secretaries. They get no additional salary or perks apart from what they get as MLAs.

Manipur: All appointed by the BJP-led government in April 2017 resigned in July.

Meghalaya: All 17 resigned in November 2017.
Mizoram: All 7 resigned in August 2017 after an SC order.

Nagaland: T R Zeliang appointed 26 parliamentary secretaries in July 2017, of whom 16 are still in office. A few were upgraded as ministers, some made advisors with cabinet rank, some resigned. more

Another precedence created in the history of so called democratic regime. AAP obliged its elected members to keep them intact with the party but by wrong way. Election Commission acted abusing the system as in all other places decisions were taken by respective high courts or the orders of Supreme Court followed as remedy. Unfortunate part was that even President preferred to pass order as per recommendation of Election Commission. more  
At present Aam Aadmi Party seems to be the biggest threat to the corrupt parties and executives. Hence the legislatures and the executives jointly working against the "AAP" and doing all non-sense to stop them from discharging constitutional responsibilities. Any logical person can feel from the facts brought out in the post. However, we never believed or anticipated the CEC would resort to such practices and this action is leading to doubt the suspected malafide election results in States including conduct of electoral process. more

I have not said law is not meant for any other party. All I said that if other parties break law does not mean AAP should also break law.After all it claims to be different from all other parties. Then why do what others are doing. By the same logic if AAp indulges in corruption you will say other parties do it so why AAP should not do more

File a complain for other state Parliamentary Secretaries, If EC find it wrong, They may also face the same. The same person who file against APP in Delhi, may not filing for other state. Why he himself knows. more  
There are different rules for AAP than any other political party because AAP’s success is a grave risk to all other political parties. more  
AAP is no different to any other political party and therefore accept

the E.C. decision sportingly. more
