State Level Corruption - Inputs on Issues

Wish to share my Experience with DDA. They have a provision to apply online for conversion of property in Delhi fro lease hold to free hold.
Online worked very well, I was able to fill the form, make the payment online.
Now whenever , I visit the site, I cant find out when it will happen. My Form , and payment was done in 30-03-2015 , time taken 90 days.
I have a challan no.which I can fill to find out the status. This site does not work, and I keep filling the garbled words.
2 emails to VC DDA remained unanswered. Spoke to the PA who gave me the no. of some Mr. Gautam, who does not take the call.
My husband is 83 years old, and will have to be present.
Should the DDA not have any system in place to reply ?
Are they waiting for the bribe ?
There are plenty of touts hanging out near Vikas Sadan INA where it needs to be done.
There has been no acknowledgement on the part of DDA.
Are they upset, that I did it online ?
No one answers the phone no.s given on the website.
My husband is convinced that if we dont pay some one, they wont do it.
So much for transparency, and online.
DDA a comes under Lt. Gov. An email sent on his official email id on the website bounced back.
Why talk digital and lure people, when the ground reality is different.I have already paid the conversion charge in full and am now simply waiting and waiting. more

Madam, its a pity that even the simple things do not move in this vicious system. Why the LG is not available online. Why the system is not working in DDA for so many days and if there is a genuine problem why there's no notification to that effect. LG will remain busy in shuttling between central and state governments. Please try Home Ministry to look into the matter. more

thereafter only, otherwise their corruption cases can be unearthed and it
will be hard for the ruling Govt to escape from these corruption cases. more

When you filed application online it should be their responsibility to ensure that they deliver the serivce[Certificate or otherwise] in line with the details of receipt the date & time. No communication should mean that the application is accepted in total with shortfalls whatsoever it mat be. Now that this is an illustration of how the doors are always kept open for corruption bu those beuracritic circles which have vested interests. Thus the very spirit of egovernance is defeated. They often point that the faut is attributed to the software defect. But to achieve a befitting defeat, the Legislators should intervene and ensure that for effective functioning of the eGovernance, they institute a Controller of all those electronic transactions. the department shud function with inbound/outbound call centres besides virtual and flying squads to monitor all those millions of electronic transactions and should be answerable to all those delays in closing of the transactions on time. Their work will provide spectacles for the higher management in recording and monitoring those govt. staff -their timing of te work atention -efficiency levels. They should be backed with a management of Transfer Merry-go-round to which they can saddle those lethargic and inefficient staff whenever they prove to be innefficient and obstruct. For sure there will be some dept.they will be fitting into until then they should be put on such Transfer Merry-Go-Round. lazy staff if they are not attended like this, they will obstruct the work of those who actually work. The Controller should be a descendant of independant body like CVC, ACB etc. Sufficient budjets should be santioned for this operation and monitored until all the online service users are thouroughly satisfied. there should be a customer feed back form which the customers should be encouraged to fill those survey forms for regular review for possible onward attention. The possible questions in such form should be like- HAVE YOU VISITED ANY OF THE DEPARTMENTS FOR FURTHER FOLLOWUP FOR GETTING THIS CERTIFICATE? IF SO WHO HAS GUIDED YOU TO DO SO? WHO ARE THE STAFF YOU HAVE INTERACTED? DID ANY ONE DEMANDED ANY BRIBE/MONEY FOR THE SAME? ARE YOU HAPPY WITH ALL THE COMPONENTS OF THIS SERVICE? DID YOU FIND ANY STAFF LETHARGIC OF UNFIT FOR THE JOB? IF SO WHICH STAFF DO YOU SUGGEST THAT THEY ARE UNFIT AND SHOULD NOT BE ENGAGED BY THE DEPARTMENTS CONCERNED.
Such feedback forms besides the observations during the course of the file followup by the Controller Dept. some times by deploying the flying/virtual squads during the jamming conditions give sufficient clarity on who should the action be taken involving Transfer imposition etc. This is possible. Governments must initiate this otherwise teh entire initiative will prove to be a failure. The software developers must be instructed for the needful inputs in this direction. Usually when the software companies are entrusted the software development contracts, all those corruption oriented staff only will be giving the tasking to those companies. Government must involve the customers and their needs/suggestions etc.in developing the software appropriately. cutsomers interacting with the staff in the loop must be banned. more  
It may be a good idea but imposing fines/penalty will not deter offenders, I suppose. Prosecution may be the answer. more
