Rounding off the amount in Bills

Request guidance as to which is the appropriate circle & authority to whom i can complain regarding the below mentioned issue:
Lately with many of my relatives and friends staying in Gurgaon i have observed that when i purchase items (snacks/sweets/grocery etc) , the final amount is rounded-off, inspite of it being paid means other than cash. if my bill is Rs.5197.90, then they round it off to Rs.5198 (as in attached example).
Found this a norm, in many of the shops in Gurgaon. Why are we paying this extra amount? more

Also according to the bank the coverage goes by account number and not by names. We have a joint a point and the bank has given separate customer Id for the NRO account and sends 2 statements every month as the customer IDs are different. He said that if I open a NRE account then I will get additional 5 lakhs coverage each as the above NRO. So one can potentially be covered fir 20 lakhs?? if you have 2 accounts in a bank in a joint account? more  
If you have 2 accounts say NRE and NRO will each one be protected by 5 lakh coverage, same joint account. The bank says since they are 2 separate accounts they will protected, 5 lakh each. I am thinking that the owners are the same the coverage will be only 5 lakhs total. Who is correct and what is the law. If we go by the bank , one can open a Savings A/c, current account in the same name and have 5 lakh cover?? more  
For payment by digital means, the actual amount should be debited. Otherwise, the rounding off should be corrected/adjusted in the next bill for recurring payments like electricity bill, credit card bill etc. more  
By the same token if your bill was 925.20, it will be 925 I think. more  
Consider yourself lucky that your bill amount has been rounded off to Rs,5198 and not to Rs.5,200 more
