Two of the fallouts are clearly visible (no transfer realization yet) : (1) Electricity bills at own property at Kolkata is coming as "not to be paid", while it is raised at departmental accomodation at Mumbai (couldn't be vacated due to transfer non-realization). So payments towards electricity bills remain in Mumbai and not in Kolkata, where property located. TATA Power is for Mumbai. CESC Ltd is for Kolkata. (2) CHSS(contributory health service scheme) facilities cannot be availed in Kolkata but can be availed in Mumbai. Monthly deductions however continues from salary. So if medical facilities are to be availed in Kolkata, it is from self expenses, including towards medicines, tests, medical consultations etc. So transfer non-realization/delay amounts to causing losses. more

A circular was also released by VECC Kolkata regarding accommodation in VECC guesthouse during Golden Jubilee Conference of ICC(Indian Cryogenic Council) 13-14Nov, 2025 organized by VECC Kolkata. I was in one of the rooms of VECC Guesthouse and was staying much before the conference dates. I was asked to vacate showing the circular as delegates have to be accomodated during the conference. No transparent reporting available, though many from BARC Mumbai were also the participants. Some acquired PhD, post recruitment or pre recruitment- the grounds not available on transparent basis for acquiring (pre recruitment degree was not sufficient?) Transparent reporting on 'functional reasons' due to which earlier transfer application seeking transfer t VECC Kolkata was rejected is also not provided/available. In fact rejection of transfer resulted in bad impact on health. more

Internal/administrative access is not prohibited if transfer process is transparent. Something is hidden that outweighs transparency and is with taxpayers money as it (DAE and its constituent units) represents government organization. more

VECC and BARC are both under DAE — so internal transfers are structurally possible. However, there is no publicly available proof for the specific re-application/transfer you mention. To confirm, one would need internal/administrative access. more
