PWD/CPWD Workings - Inputs on Issues

With this post, we would like to seek issues in the workings of PWD/CPWD.

Kindly list them all. Once the issues are knows, we will seek Root Causes (if needed) and Solutions for these issues. Let us work with our CM and Minister Satyendra Jain to transform PWD.

Contracts are given to Fly by night contractors. All contracts should be given to Co like L & T (so that no corruption/commission & quality of construction in time)which should also be responsible for maintenance of road for which sufficient bank guarantee should be taken. Money to contractor should be paid over span of 5 years.Delhi Cabinet should meet urgently to sanction funds for Ryan School Vasant Kunj to Shivji Murti Road which is PWD job. more  
Agree with Mr Narang. All complaints by common man should the supported by photographs and posted on the website of PWD/CPWD apart from the Website of Delhi Govt created especially for this purpose. Delhi Govt can invite citizens to carry out surveys in their respective localities and register their findings on these proposed websites. Some Deptt of Delhi Govt then should acknowledge receipt of thse complaints within a time limit to reassure the complainants that their efforts are being appreciated and some actions by the Govt will flow within a time frame which is actually the essence of these efforts. Without time frame any such excercise will be meaningless. more  
It appears that a number of jobs are awarded just to please the favourite contractors of the engineers. It appears that jobs are created for such awards to contractors. Take for example the White strips on roads acting as speed. Breakers. I have driven on these strips at several places and feel that they serve no purpose at all. This is sheer waste of public money. At a number of places same jobs are awarded within a year of completion of the previously awarded contract even when there is absolutely need to redo the job. This is true for several road side pavements, footpaths. The pity is that even after repeat jobs the pavements are broken at several places. At some places man-hole covers are missing. Let the Govt deputy engineers to walk on the pavements/footpaths and take pictures of the shoddy work that has been done. It is really dangerous to walk on these footpaths in the night! more  
Agree with the above comment. There is a strong nexus between the contractors and PWD officials(blessed of course by the politicians). Quality of the jobs done by contractors- be it relaying roads, footpaths, constructing/desalting drains is extremely poor. Obviously the supervising engineers approve the bills of the these poorly executed jobs( most of time with huge time over-runs) for a consideration. For example, the bitumen us layer put on the 3 flyovers between Vasant Vihar and IIT has come off at several places within one year of its laying. Will the supervising engineers haul up the contractors for the shoddy work done and impose penalties / get the jobs done at risk and cost of the respective contractors? Or will the role of supervisory engineers for these jobs be investigated and guilty ones be punished. The evidence of the shoddy jobs is there for every one to see! So not much of proof is required. All that is needed is the sensity to this cause. Will some one from the Govt respond to my query? more  
the maintainance of road is done by PWD engineers with duplicate BITUMIN for which every one from minister to jr. engineer take a share, even police also know about it. thats the reason in every rainy season the duplicate bitumin gives its way another point is that JE while measuring the trhickness of Road, show it on higher sides. My suggestion is , when any road shows pits , all the concerned engineering staff should be held responsible this will bring some fear in their mind . Similarly huge amount is wasted by horticulture department in fictitous bills . more
