1 In continuation of contemplations based on my general observations & for apprising Intellectuals & all others interested to involve themselves, with a serious cause to assist charting solutions out of these national concerns as well as, imparting general awareness, I intend to forward certain points, which are to be defined by masses to reach long term solutions.
2 Most of these have been condoned by political system, due to certain reason whatsoever.
3 There are hundreds of points to be added on to these at national level, but just to initiate debating procedures, a basis is a must for all to commence with schools of thought in all sectors of national importance.

10 This movement shall propel within Constitution of India & its laws for time being in force. Basic intention is alliance of kindred voters on line around world & particularly in Bharat.

16 It shall be definitely a long process to decide & apply these & much more to be added to be implemented, so that Bharat has a new face in world.
17 I am of an opinion that time should not be wasted in waiting over issues, but intensive deliberations with full brainstorming be commenced with to finalise or reject proposals.
18 We cannot work passively like politicians.
19 All members kindly invest some of your valuable time to be utilized for this cause. If we are slow, this exercise or process shall never reach its destiny.
20 An impact must go to public about efficiency of members.
21 All members should find out problems along with solutions to help Bharat improve it status.
Issues of National Concern:
Women Reservation in Parliament/Legislatures-
1 As already formulized one third of seats to be allotted to women folk
2 This reservation is different than other cast or OBC.
3 All quality women shall join legislatures.
4 This is very significant provision for fast advancement of nation.
5 Nation expects women to be corruption free at least & keep a check on various national issues.
Revision of Lok Sabha / Rajya Sabha Seats Strengths-
1 Due to extensive increase of population, number of current MP does not meet actual demand around nation.
2 More & more people mean more & more problems.
3 Currently, Lok Sabha MP looks after about 2 million populations on an average. This responsibility is too high considering varying population densities over constituencies.
4 One MP should not hold responsibility for more than 1 million populations on an average.
5 This calculates to about 1000 MPs LS.
6 Over period of time in coming decades, prorate shall enhance, due to further population growth, which in current scenario is out of control & shall definitely explode.
7 Then another 500 MPs shall be required for RS.
8 Similarly, MLAs are to be calculated.
9 Currently about 10 times number of MPs are MLAs indicated on Constitution that shall of course be doubled accordingly.
10 And accordingly, municipalities shall be dealt with.
11 Enlargement shall definitely require additional permanent budget, but returns in form of efficiency, shall meet expenses.
Feasibility of River Linking Project & Efficient Implementation-
1 Facilitating Water Resources for Electrical Power Generation Based On Linking.
2 Reducing Dependence On Nuclear Energy Production Based On Fuel Import
3 From Overseas.
4 Possibility Of Thorium Exploration & Development Of Technology For Peaceful Means.
5 Floods & droughts every year nation has to face somewhere in Bharat.
6 This is a matter of one of major policies, nation has to finalize at an earliest & mobilize funding, for it is a giant task for execution.
7 Simply, linking is not sufficient, thorough studies are to be conducted by experts/water resources engineers to chart ways out for an optimum utilization of diverted off river water to be utilized on diverted route itself for either power generation or for irrigation or for some other economical objective.
8 Diversion could be effected by underground piping preferably to canalization. Millions of manpower could be employed on this national development for a number of years.
9 This may be designated biggest development project in world, due to extensive scope geographically.
10 To be included subsidiary projects, such as power stations or water treatment plants or else shall fetch to economy enormously in its long run.
11 Thousands of regulatory head works controls shall be affected.
12 Additional power availability shall take off burden on nuclear fuel requirement from overseas.
13 On routes itself or diversion corridors, shall be promoted plantation as well as, arboriculture to improve environment for reduction of green house effect.

17 In case, we are successful, electricity shall be available in every house & industry in plenty at most economic cost.
Overhauling Railways Safety That Lacks Heavily. Saving Indicated By Government Is A Hoax.
1 Bharat Railway is too big.
2 System has been operating successfully for many decades & it has proved to be a fetch basic requirement.
3 About more than 15000 trains are serving needs of people everyday.
4 Safety & security is of utmost concern.
5 Cleanliness is too bad in some zones.
6 Drinking water is not available in coaches.
7 Toilets are not maintained properly.
8 Though our stylish Management Visiting Professor Lalu Jee has claimed shear profits in a couple of years.
9 Hon’ble minister did not express concerns of safety on system.
10 Clay mugs are required for tea may be acceptable, but not exclusively.
11 Safety is first in all respects.
12 We know state of local trains, how bogies are full to grim, an easy state to make an accident.
13 Railways require a dynamic improvement to standardize its levels.
Police Setup Reorganization All Over Bharat-
1 I think it does not require any explanation to re-haul / re-organize the nationwide police management.
2 Well educated & trained police professionals, duly equipped with necessary qualifications & equipment are need of time.
3 Police is statutory, but provisions should be devised not allowing political leaders to dictate over police personnel to enable this force to carryout their constitutional duties smoothly.
4 Heavy punishment should be coded for erring policemen, under orders from politicians of whatever sort.
5 Due incentives should also, be extended to performing officers.
6 It is also, true that in current scenario, adjudication on criminal cases consume many years, but after having amended criminal procedures, limit for adjudications shall be defined with accountability of Judges & advocates involved.
7 Police shall definitely have to act efficiently in all matters to avoid getting witness any chance to be hostile & keep witness memories intact.
8 After many years of incident, we cannot expect concerned witnesses to have sound memory of criminal incidence correctly.
9 Moreover, meanwhile, witness may die leading case to no proceedings & accused go free.
Additional Statutory Committees For Monitoring Implementations Of Projects At National & State Levels Directly Accountable To Parliament.
1 Independents statutory committees have to be constituted all over nation to check implementation of national projects, ensuring that allotted funds are implemented correctly.
2 Though an Institution of CAG is functioning, as a constitutional body, but it is not fully equipped to check all aspects necessary.
3 CAG reports only, when it is too late allowing no room to control leakage.
4 These committees shall report to parliament for all maters connected therewith all projects.
5 Members of committee shall be professional experts.
6 Similar arrangement is to be enacted for all states.
7 Heavy punishments shall be defined for members, on these committees in case of malfunctioning by committee/s is reported.
8 These bodies shall supervise MPs as well as, MLAs involved with implementation of projects, even from MP funds.
Supervising & Control Over MNCs Performance & Surveillance.
1 Since we have allowed MNCs function & WTO provisions shall require further development in this regards, Government must be very careful about maintaining a surveillance over them, as many cases of Income tax evasion have been reported.
2 There are many other issues that cannot be declared at this stage for sake of ‘keep up of inflow’ of such companies.
3 A level playing field has to be created, between domestic & foreign players in all respects.
4 Bharat cannot afford to depend solely on foreign companies making it necessary to promote domestic players for long term returns.
5 We should not forget that incoming dollars shall one day become outgoing also, making it difficult for us to manage balance of payments.
6 Financial managers & experts can help highlight this point in details.
Generation Of Reliable Employments At All Levels-
1 Yes, most important problem, we have been facing with, generation of employment for youth that requires very serious attention at all levels.
2 Progress has no meaning if employment is not generated constantly.
3 Those who are capable, must be provided jobs according to caliber.
4 Many new schemes shall generate lot of employment, but still enormous exploration is to be done for creating reliable employment.
5 A separate ministry of employment has to be created for this coordination among all other ministries.
6 We do not intend to promise any thing that cannot be availed/achieved.
7 Real action is required on parts of all involved in governance & policy making. Industrialists & Companies have a high degree of responsibilities on them to involve with this cause.
Industrialization At Government Level-
1 We are not advocates of complete privatization of industries.
2 Those sectors, where government can be successful to meet at economic product cost shall be within state control, after due vetting of processing.
3 We are also, not keen to allow uncontrolled flow of profits to MNCs in every sector, which produce products for domestic consumption at least.
4 Open economy should not be meant as throwing economy & later face problems in every sector.
5 Delhi Electrical Distribution is a clear cut evidence of problems, employing private sector for such a high public responsibility network.
Industrialization At Corporate/Private Level-
1 As already progressing toward advancement, private corporate sector shall maintain its lead to pull nation forward subject to reasonable controls without affecting & interfering with its management.
2 Controls shall amount to surveillance status.
3 Priorities sectors shall be defined based on actual survey& experts advices.
Policy On Priorities For Domestic Products-
1 We are of a view that it is not essential on part of state to involve MNCs or foreign investors in market economy, where domestic competitive players are available.
2 Profits on domestic products should be used for national development & definitely, not encouraged to be siphoned to overseas.
3 Efforts on other hands should be dedicatedly, made for export of these domestic products to earn foreign exchange from under developing economies.
4 Middle East can be a big export marketing booster.
5 This market can be further explored, as these sectors accept our products with respect.
Education Policy For Internationalizing All Educational Schools. Reduction Of Fee Structures To Let All Avail Studies-
1 Quality education should not remain a distant dream for a common citizen student.
2 State has to chart out all possibilities to upgrade education sector at all levels at minimum expenses to student.
3 We have large pool of educationists all over, who should be duly encouraged financially to have them concentrate on school timings, without contemplating for additions coaching for additional earnings.
4 All brains are brilliant if properly fed & utilized.
5 Opportunity for development is of utmost significant.
6 Particular stress should be given to reserved classes to help them avail extreme benefits of from education in all respects to an extent possible to make them fit for higher education competition success.
Promotion Of Basic Sciences, R & D & Scientific Personnel-
1 Due to rush for Management & IT education, basic sciences have lagged behind, that is not in national interest in long term, due to fact that without development of basic sciences, connected development on other disciplines shall adversely effect.
2 State has to chart out definite policies on investment on proliferation of science education, with due allowance on research & development.
3 Leading scientists should be encouraged for their skills & performance.
Promotion Of Engineering Sciences & R & D-
1 Similar principle as to basic sciences applies to engineering as well as, applied engineering spheres that can prove to be backbone of entire national development.
2 This sector cannot be overlooked at all.
3 We have immense potential of engineering skills & manpower base that should be further enhanced & augmented to meet national as well as, international requirements.
Overhauling Of Health Sector. Promotion Of Aurveda. Promotion Of Domestic Pharmaceutical Industries. Promotion Of Economical Effective Medicines-
1 Without good public health ‘looking after efficiently’ about its people, nation cannot move healthy.
2 So far, health sector has been unfortunately neglected by non concerned governments.
3 Governments have neither been able to prevent deteriorating state of health nor could provide reasonably fair treatment to all members of society particularly at grass root level incapable to afford expensive medical care.
4 It is not an easy job, but we are committed to achieve a good care state of health for all sections of society.
5 Preventive measure is better than curing arrangement.
6 Medicines are very expansive for a common man for that, due subsidy shall be allowed.
7 Those private hospitals allowed lands at concession rates shall be forced to serve poor patients.
8 Legal action may be resorted against, such non complying medical houses.
Raising Status of Educated Class By Statute Enactment-
1 All higher education shall be brought under statute enactment to make institutions autonomous bodies, savings not to effect weaker sections of society. Due recognition shall be given to professionally qualified persons, as national statutory functionaries.
2 All these statutory bodies shall come under policy definition purview of statutory super national councils, directly reporting to Vice president / President as Visitor. State shall not intervene in educational matters, except for funding.
3 These institutions shall be at liberty to be funded by corporate & public sectors. Government of India or any of states shall decisively, grant aids to institutions judiciously, without having any right for interference in to their institutional affairs.
Training Work Force For Overseas requirements To World Class Standards-
1 So far our citizens working overseas in Middle East & other sectors have contributed to national reserve foreign exchange.
2 Government shall establish centres all over country to impart world class training to aspiring workers, who may be able to sell their skills competitively.
3 Nominal fee shall be charged for all such courses, from level of helpers to skilled technicians & operatives.
4 International professionals shall be invited to train these workers & instructors in a systematic style.
5 About more than 1 billion UDS monthly is being repatriated to Bharat from GCC countries that is planned to be doubled.
Raising Status Of Industrial & Construction Industries-
1 Construction field unfortunately, has not yet been industrialized.
2 Reason has not been defined by various governments, consequently, workers engaged on this field have never been organized for their due benefits.
3 It is intended to declare all construction sector of country as Industry, so that all personnel involved get their due benefits.
4 We have well developed proactive builders/constructors/ promoters mafia all over country that needs be controlled by regularization.
5 This requires regulating promoters, builders, site personnel, engineering personnel, supervisors, relevant skilled artisans, material vendors, testing laboratories, geotechnical specialists, third party certifying agencies & much more to be defined based on public response.
Minimum Qualification For Eligible Voters & Voters Duties-
1 Right of franchise enshrined within constitution is a high profile authority, vested upon eligible voter that right cannot be taken for granted.
2 Votes have been misused in past, due to riggings & also, various sorts of bribing. This malpractice is to be checked in all respects.
3 Basic education for a voter shall be fixed to a minimum 10th standard.
4 Prior to voter being registered, a training & oral test is intended to be conducted particularly, for undergraduate voters.
5 Voters must demonstrate that meaning of vote is clearly understood.
6 Intention is to let voter understand that it is not a commodity to be sold to politicians.
7 Those who are graduates or above, may be allowed additional vote to streamline system of intellectual input into electioneering process to enable select right candidates.
8 Also, to be envisaged that voter must cast vote since state spends money.
9 In case, due to whatever reason, voter cannot attend polling, an information should be given to presiding officer in due time to record absence.
10 Any voter, who keeps away from exercising this right continuously twice, without certain valid reason, name should be removed from voter list.
11 A person not participating in elections shall not be allowed to have his candidature for any legislative position anywhere.
12 For NRIs, postal ballot polling should be allowed, without creating any Indian politics in those nations to avoid any interference in political international relations.
13 Every person having a right of additional voting should have a moral responsibility to teach other voters to participate with electoral process for better national development.
Defining Criteria For Religious Controls To Prevent ‘Religious Convertions’ Promotions-
1 Bharat cannot afford to let its people keep on converting from one religion to another, just by inducement.
2 Criteria shall be fixed for religious convertions.
3 Person intending to be converted shall have to convince relevant authorities that there is no compulsion, but exclusively voluntary, due to having faith in other religion.
4 Group conversion shall be banned all over country.
Describing Jobs For All Peoples’ Representatives-
1 A statutory committee shall be constituted to design job descriptions of all constitutional offices, including that of Institution of President.
2 Accountability of these offices is already, fixed to parliament.
3 Establishing Statutory Monitoring Meetings Of Experts Under Supervision/Guidance Of Public/Panchayat Involvement To Be Stronger.
4 Role of These Bodies To Be Defined.
Revision Of Parliament Schedule To Work 12 Hours A Day For Completing All Pending Bills-
1 Due to fact that immense work is to be done by legislatures at all levels, it is intended to increase working times, on an average basis of 12 hours a day.
2 A channel shall be established broadcasting full activities of parliament & state legislatures.
3 People shall have right to send their questions, directly to these bodies, by mail during these proceedings.
4 We want to see all lagging behind activities should be finished within 5 years to allow a smooth sailing after that.
Enlarging Judiciary At All Levels. Encourage Advocates Take Up Judicial Appointments-
1 Government so far has hesitated to enlarge Judicial system, due to so many undefined reasons.
2 All cases in general, consume lot of time that is not acceptable in interest of general public.
3 Enlargement to at least double present strength is unavoidable to expedite disposal of all pending cases.
4 In addition to this, Revision Of Courts Schedule To Work 12 Hours A Day & Reduction Of Court Holidays is envisaged in cooperation with Judicial officers.
5 It has been observed that because advocates usually earn much more than salaries of Judicial officers, these advocates do not express willingness to join Judiciary.
6 To effect enlargement, this point is to be considered in details, so that they be encouraged to accept such appointments.
Budget Deficits Storming-
1 We do not remember any year of post independence history, when any announcement about surplus on budget was made.
2 Deficit has been continuously magnifying.
3 This should be a cause of serious concern to every citizen.
4 Due to inflow & opening economy fully, this shall further rise to much higher levels.
5 Running nation under deficit is like a family borrowing without any stability.
6 Hard steps should be adopted to reduce deficit sooner, it is better.
7 Ultimately, hard earned money of our people goes toward payment of interest on borrowings.
Revision Of All Pre Independence Statutes-
1 Parliament did not take much interest to bring in line/ to update all laws inline with current national requirements that should be conducted from time to time.
2 We have to keep working on this cause.
3 All existing laws of pre independence have to be studied with an objective either to amend them or to repeal them, accordingly, as necessary to meet present requirements.
4 We have too many volumes of laws many of them never worked or are obsolete. Only those laws that work should be continued with regular amendments/updates & all others should be written off.
Revision Of Constitution-
1 Most important & significant work to be done is impending amendment on COI. This document was designed based on thoughts at that time of forties, but now many changes have come in.
2 Life style has changed.
3 Technologies have changed.
4 Social structure has been changing.
5 Population structure has changed.
6 Constitution should also, be kept changing from time to time, so that it works in tune to new requirement.
7 Yes, it requires a massive mandate of people no doubt, but that has to be done. This is most valuable exercise, if we could succeed as a nation.
8 It requires contribution & cooperation of from all sections of society including Judiciary.
Revision Of Criminal & Civil Procedure Codes-
1 Very well known that cases take many years for decisions & awards
2 This must be reduced by amending & simplifying procedures, within both procedure codes in alliance with Judiciary.
Establishing Agricultural As A Statutory Industry-
1 To raise standards of farming community, this point is very valuable, so that farmer/kissan community is benefited.
2 Crop insurance should be allowed.
3 Easy loans should be allowed.
Encourage Youth To Join Defense Forces-
1 Interest to join defense forces has fallen due to opportunities in other professions.
2 More openings with attractive salaries & facilities should be devised to encourage youth with caliber to serve country.
3 Management education has caused distraction on other professions, due to financial attractions involved.
4 This approach requires a checking input to make a balance for national interest.
Exploration How To Create An Environment Not To Allow Any Person Sleep Without Food & Shelter
1 Establishing Certain Lungar / Bhandara Centres All Over Nation For Most Poor To Be Fed Twice A Day In Case No Money Is Earned.
2 Cards To Be Organized.
3 Funding Arrangements To Be Explored
4 Users Could be Utilized For Development Works In Vicinity-
1 We do not intend to know that people sleep, without food anywhere in Bharat.
2 It can be managed.
3 Collective community or group meals in form of free bhandaras or lungars can be organized all over in areas, where such groups reside.
4 Out of these below poverty line members, those who are physically stronger, could be utilized on development works.
5 Respective amount of earnings by members in excess of amount spent on food can be adjusted on wages for payment.
6 Funding for such cause can be mobilized from tax payers as well as, from genuine donations.
7 All industries as well as, corporate sectors can be encouraged to allow their contributions towards, fulfilling this cause, so that no one in our country goes without food at least.
Low Fee Night Shelters For All Homeless To Be Organized-
1 Concept of night shelters is not new.
2 Many bodies already provide these.
3 These can be started on government/local bodies levels as well as, voluntary by various organizations & corporate around.
4 A nominal fee could be charged for maintenance & upkeep.
Kashmir issue-
1 This should be resolved in phases.
2 A schedule shall be prepared keeping in view at least 5 years period for intensive studies & finding the solutions.
3 Kashmir residents should be convinced in spirit, how staying with Bharat shall help them.
4 It should be a gradual process, but we have to be careful, as our neighbour is too smart for mixing up issues.
5 We have to see that all pundits pushed out of Kashmir must go to their state in due time to resettle with full life protection.
Borders Issues-
1 Similarly, follow same pattern as for Kashmir Issue
Illegal Migrants In Bharat-
1 Very serious issue & should be dealt with sternly without any emotions or vote bank politics.
2 Non Indians have to go back to their own homes.
International Policies To Be Coherent-
1 We have started deviating from our own policy bases.
2 To some extent it may be right to enable to be a part of International Community, but it cannot be generalized.
3 Now, a new policy taking into confidence, all people should be made by revising existing policies that could include revalidation of existing or old policies.

1 Government so far has hesitated to enlarge Judicial system, due to so many undefined reasons.
2 All cases in general, consume lot of time that is not acceptable in interest of general public.
3 Enlargement to at least double present strength is unavoidable to expedite disposal of all pending cases.
4 In addition to this, Revision Of Courts Schedule To Work 12 Hours A Day & Reduction Of Court Holidays is envisaged in cooperation with Judicial officers.
5 It has been observed that because advocates usually earn much more than salaries of Judicial officers, these advocates do not express willingness to join Judiciary.
6 To effect enlargement, this point is to be considered in details, so that they be encouraged to accept such appointments.
Budget Deficits Storming-
1 We do not remember any year of post independence history, when any announcement about surplus on budget was made.
2 Deficit has been continuously magnifying.
3 This should be a cause of serious concern to every citizen.
4 Due to inflow & opening economy fully, this shall further rise to much higher levels.
5 Running nation under deficit is like a family borrowing without any stability.
6 Hard steps should be adopted to reduce deficit sooner, it is better.
7 Ultimately, hard earned money of our people goes toward payment of interest on borrowings.
Revision Of All Pre Independence Statutes-
1 Parliament did not take much interest to bring in line/ to update all laws inline with current national requirements that should be conducted from time to time.
2 We have to keep working on this cause.
3 All existing laws of pre independence have to be studied with an objective either to amend them or to repeal them, accordingly, as necessary to meet present requirements.
4 We have too many volumes of laws many of them never worked or are obsolete. Only those laws that work should be continued with regular amendments/updates & all others should be written off.
Revision Of Constitution-
1 Most important & significant work to be done is impending amendment on COI. This document was designed based on thoughts at that time of forties, but now many changes have come in.
2 Life style has changed.
3 Technologies have changed.
4 Social structure has been changing.
5 Population structure has changed.
6 Constitution should also, be kept changing from time to time, so that it works in tune to new requirement.
7 Yes, it requires a massive mandate of people no doubt, but that has to be done. This is most valuable exercise, if we could succeed as a nation.
