Municipal Bribery rate card

Can everyone from across India look at the attached bribery rate list for municipal works (for builders) and advise if such bribery happens in your municipal authority also.

Please illustrate how it works. Also if any municipalities have gotten rid of it, how did they do so? more

The situation in the realty sector is more or less the same as shown in the clipping. The situation can be improved only if the Governments (politicians) have the will power to eliminate the corruption. Also, the Government departments concerned should have Citizens' Charter where the duration of action on each type of request/approval, etc. more  
In GVMC, Visakhapatnam, it is difficult to get anything done without external considerations. In facts, almost every employee is a settlement expert. Most of these settlements appear to take place after regular visiting hours, during which people with false hopes waste their time and energy. more  
I think changing human being is a difficult task. However a system like muncipal corporation etc can be made coruption free if the top man is strict and committed. What we see is a News paper cutting and not an anonymous statement. We may not me able to fight any govt but if we atleast should register a complaint and create a record that may be the starting point to weed out corruption. more  
Mr. Saurabh Singh: Melodramatic/blaming: Afraid of accepting the truth ! Your statement itself proves that people are willingly bribing the concerns. You might have lost the tender for not bribing but some one else had grabbed it but how, think on it. As far as Passport is concerned, me and my family members are holding Passports since last twenty years or more. more  
I entirely agree with post of Shri Ranjit Biswas. It is true that charity begins at home and we must first correct our own self. I am not inclined to agree with the pessimistic and running away view of Anonymous Posts. We must think positive and what can be done to rectify the health by attacking the disease. I have following suggestions: 1. Selection criteria for IAS etc. should be changed. Priority MUST be given to demonstrated desire to serve people willingly. Other requirements like problem solving ability, physical fitness, educational qualifications, etc should be relatively secondary in nature. 2. Training of these services should be to act as catalyst to help people to improve the quality of their lives and know & follow laws of land. 3. Regarding approval of scheme of construction it should be done through system so that human contact and interference is eliminated.Such a scheme could be something like as described below: Every plot in the area of Municipality/ Corporation is to be marked and all conditions for construction to be followed are documented and approved by a competent body. After that those conditions are fed in the system. Modification of the conditions can be done only if the competent body of Municipality/ Corporation recommends for specific alterations with reasons therefor and it is to be approved by a State Govt. Body recording why they agree with the suggested modifications. Applicant/Architect/Builder proposing to execute construction submits, on line, the plan mentioning the plot ID and the system shall examine the Plan in the light of conditions stipulated in program and if OK issue approved Plan to the Applicant. If the Plan does not meet all the conditions stipulated in program, the Applicant receives a rejection letter with all the short comings/violations recorded in the letter. The applicant then can rectify the shortcomings and resubmits the Plan, if necessary. RYK. more
