More on Rafale - Govt should come clean

I have worked in public sector undertaking and finalised many contracts through tendering process. There are stringent guidelines from Chief vigilance commissioner and internal guidelines on processing and finalisation of tenders irrespective of value mean even for small contract worth Rs 10 lacs one has to follow those guidelines. Further many files are scrutinised by Government auditor who are under CAG

So I really wonder how Government of India States and Municipal Corporations do not follow CVC CAG guidelines on selection of vendors and contractors. If there is some special dispensation for MP MLA Corporators it should be immediately discontinued and transparent process procedure should be followed by all Goverment Dept they should take cue and details from public sector undertakings like IOCL HPCL BHEL etc. CAG CVC can also contribute

Once the system becomes transparent there will be very minimum scope for corruption and there will be no squabbles that are going on right now. Hope some one listens to my suggestions , transparency international listens to my suggestions more

The resource is not about allegations surrounding Rafale deal alone. Mr. Bhave seems to suggest that CAG audit & CVC guidelines are so fool-proof that no corruption is possible and to his knowledge they are applicable to every tendering process in India. While the second proposition is ill founded , the first is a blind hope. Firstly CAG centrally covers only GOI and covers states through respective AGs. Normally AG's reports don't come up to CAG level as the Draft Paragraphs are placed before Public Accounts Committee (PAC) of State Governments. Most of the State PAC are loaded with semi-educated state level Politicians and ruling party bull-dozes the PAC. If PAC refers it to legislatures ( overcoming PAC bull dozing), then Speakers bull doze the opposition and finally no action is taken. At times, the matter reaches CAG and generally his scathing remarks get raked up once in a while by Opposition legislators for scoring brownie points and nothing of substance in public interest results in. In fact, this is what happens even in GOI as is the case with Raja & Kanimozhi, who have coolly pocketed their crores. Unless Judiciary is expeditious and multi-level wrangling by dishonest advocates is stopped effectively by them, nothing will prohibit corruption. In fact CVC (aided by CBI, IB & Enforcement Directorate), whose jurisdiction, to the best of my knowledge doesn't extend to States or ACB (only investigation of matters with perhaps no independence in prosecution, which rests with Political executive) can only impede corruption (that is if they are not corrupt) but just can't stamp out. It is people and people alone who have to be honest and whether it is politicians or officials, they come from among the people only. more

As we know the defence deals are mostly without corruption. If this is correct, let someone come out with the facts and figures. The allegations spread ny Congress, seems to had bad intention and in order to malign the image of the BJP government. more

Nobody knows the truth. All defense deals are always protected. Defence deals are very high tech. No common person can pass any remark on the technicalities. These high tech equipments are meant for specific deployment and need to be decisive and fast. It will never get a second chance and need to execute DO IT RIGHT FIRST TIME AND ALL THE TIME. Because of precision and accurate demands they have to be evaluated successfully. It is not enough if you buy them. You need to use them intelligently and train personnel adequately.Spares for servicing them are essential and are very costly. To manufacture them adequate infra structure and facilities are needed with good quality and national interest in mind. Not all businessman can do this. Many parameters have to be evaluated and finally the fittest one is selected. The original equipment manufacturer transfers technology for indigenous manufacture in a phased manner and the firm chosen will have to meet stringent needs. e.g. A normal 350 horsepower heavy duty diesel engine for a generator set application may be rated to 1000 horsepower for defense purposes, with some additional technology which will be very critical and crucial. Again it has to definitely work and satisfy its capabilities on demand by the crew in the battlefield. There are a number of news floating in media on Rafale deal. Some of the important ones are- French Govt. has denied the statement of their past President, Air Force Officers have praised Rafale and even flown it in France and desire early procurement to counter hostile neighbors, the deal was put in cold storage by UPA Govt. because Dessault did not agree to participation of middle man named Bhandari and a Company of Robert Vadra, Anil Ambani's Company was chosen by Dessault and Govt. had no say in it etc. etc. We do not know the truth but such news are cause of worry. Safety and security of country is Most Important. more
