Middlemen in Defence

Don't understand why Parrikar who is honest generally is legalising middle men in defence sector. someone pls explain? Am I missing something. more

This is a fantastic 'Q'. I would expect our Defense Minister himself to enlighten us, if he could. That would be great!! Ok - keeping aside all these, it is accepted that you can't get them off on day 1. But there has to be a plan to gradually reduce them, bring them to 0. If this would mean to create the intelligence or the knowledge about 'who sells what and where', then we need to create the infrastructure to get it as part of Defense establishment. It is not acceptable to legalize something illegal, at least knowingly. Let's be honest... more  
Our General Financial Rules (GFR) need to be amended to plug all loopholes which are exploited by the middlemen. If the officers entrusted with purchases are honest and of unflinching integrity, nothing wrong can happen. The operative rules, procedures, orders and instructions need to be corruption-proof. more  
This is a nice move. First when I read the news about allowing Middle men in Defence, even I was boiling under scepticism and thinking whether this was right move. I was convinced that Manohar Parikar made a wrong move. But after that I went on my assessment through internet, then realized that we do need middlemen or atleast a source to point out to right people in procurement. Before it was all under the table and now this is legal. Hence taxes will also be generated. Still I am sceptical about it but I feel the long way to go and we can try this too. more  
Middle men in Defence Procurement has been debated for long This concept is prevalent in all Ministries Calling them Middlemen is incorrect but they are Facilitators promoting Goods & Ware of their Principals Procurement if done Honestly, the Technical Managers / End users are competent to "R" CVC Guidelines on Procurement ie "L1" can't be ignored Defence Procurement requires immediate action with no involvement of the "BABUS" as they act as conduit to final settlements GOD BLESS THIS COUNTRY WHO DON'T TRUST ANY BODY more  
Even to sell a toothpaste, there are Agents, distributors, whole sellers and retailers. There are very powerful international middlemen like Adnana Khashogi in Arms supplies business. Just by making a law in India, did we eliminate any middlemen in all these years? NO. They were always there and became a source of huge corruption. that too bribes were deposited directly in swiss banks accounts. We were trying to push our heads in sand and feel nothing is happening. Now , things will be more business like, official and with some sort of record and track, that could be followed up. the income generated by them will remain in india, and taxes will be paid on them in india. More over in case of defects and follow up, some sort of control could be exercised. more
