Is CIC biased towards public information officers? Is RTI Act really effect

Congress alwayz claim gifting of RTI Act to Indian citizens.
1.The political parties themselves are not respecting the Act.
2. Attending hearing at CIC is of not much use as many important points are being missed in a hearing of 4-5 minutes. In fact it seems the Right to Information Act ( सूचना का अधिकार अधिनियम ) seems to be proactive to the Public Authorities. I am unable to guess why?
3. I have got two RTI appeals before CIC listed for today's hearing. I am just in confusion whether to attend the hearing or not as many hearing attended in the past have not yielded any information despite complaining to CIC. There have been clear evidencing that the Public Information Officers have acted malafidelly still no penalty imposed on them.

The thought of not attending the hearing is based on the fact that all points for arguments are already given in the 2nd appeal. Atleast by not attending I expect all those points to be addressed in the CIC order. It is just trying out this technology.

Thanks Sharma Ji for your comments/update. There is some arrangment behind the curtain and that curtain need to be unveiled. I will look forward for some advises from learned community to unveil such nexus. more  
Virmani ji, I agree. Even the simple information is not forthcoming. Outdated judgments by the CIC which are not in sync with the modern times are a further road- block in the path of information. As I wrote earlier too, the cooperative societies which are getting land at highly subsidised rates from the Govt. in Delhi have been kept out of the purview of the RTI Act. more  
Respected Mam, That is what I am bringing out the facts that either the information is not provided or if some information is provided either it is wrong or not relevant to the questions. What to talk of PIOs, political parties themselves are killing the RTI Act and not providing the information. more
