Incubator Recommendation not necessary

I read in paper somehwere that now the 5 year benefits of startups have been extended to 7 years and recognition from incubators is not required. Kindly confirm startup india.

Also, is there any consideration for companies started in 2014 and 2015 to be called startups. more

I read that now, the focus is more on jobs creation potential by the startups. So they have to submit a declaration on the same while registering. But i am not sure if there is a change on incubator requirements more
