Implementing Sanitation Bye Laws 2016

Dear Noida Residents:

Noida has recently adopted the attached Sanitation Bye Laws 2016 to prevent defacement of property and improve cleanliness and sanitation.

We understand it is a challenge to enforce them and seek your innovative ideas on how the bye laws can be enforced effectively with the limited staff we have but with citizen co-operation and participation.

We look forward to your inputs and ideas!

Mr Saxena, Appreciate your taking out time to reply. At the outset,please understand that my write-up was NOT addressed to you and no accusation,whatsoever, was intended to be made against you . I had just taken the help of your message to convey my concerns to people residing in all the sectors in Noida,for I am sure such conditions must prevail in other sectors too. I have mentioned some specific sectors as I happen to be staying here. Did you notice that besides you,no other resident has responded to the pressing problem pointed out by me . Unfortunately,here also,it is another case of u-scratch-my-back-&-I scratch yours ---residents only interested in how they can manipulate the system to gain some kind of a flimsy advantage , even at the cost of a disadvantage to one's immediate neighbour---such is the depths of degradation we have fallen into. I really do not know what it would take to shake the officials into action and the residents,on the other hand, to be awakened from the deep slumber they have fallen into.They don't seems to realise the irreparable harm they are doing to the surroundings where they reside today & where their children shall do so, tomorrow. All I shall say is whatever the History, let us now not compound the mistakes made earlier. Now let us complain to the RWA and authorities if necessary. As for plastic bags. Mr. Ganesh Baunthiyal, these have been banned. It remains for us to protest when our family members, relatives, friends, neighbours use these. If we keep waiting for the authorities, police to enforce these rules, it is going to be a long wait, perhaps forever. They have their bad elements, corrupt politicians, corrupt officers, corrupt policemen. We need to by pass them and help the good ones among them. If public acts, no one can stop them. more  
Dear Mr Saxena, -What I have just read is music to my ears . It is great to see that there ARE some people who are concerned with the rampant irregularities being committed by the residents here-----and like you rightly pointed out,being neighbour's ,people decided to remain silent . But let me put a question to you---to what purpose did people decide to remain silent . When the first one encroached on govt land meant for pedestrians,no one took notice . Then the neighbour,seeing that their is no protest,did the same and the rest is history . If you see in Ward-7,on the Mall road side,litterally every inch upto the road has been occupied ; some have created a garden,others a shed for their cars and so on & so forth. If you go to Sec 31 from sec 29,people on both sides have created huge gardens,almost 400/500 sq ft area in front of their houses and barricaded it . While the gardens look good,for an ordinary man walking on the street,a man who does not have access to vehicles, not even an inch of space is left on which he could walk,with the result that he has to walk on the road . The thing to be noted here is that it is the rich,people who do not lack any comfort,who are the culprits. What the Noida Authority is doing is anybody's guess . I'm sure it knows the huge encroachment but has chosen to remain silent . It will wake up only when the Supreme Court admonishes it for its lackadaisical,irresponsible attitude . But it sure shall happen one day and when the demolitions occur,these very people are going to cry hoarse. I have read several write-ups of residents commenting about airtel issues or connectivity problem;all that is fine and should be pointed out but why is there no protest about the excessive encraochment on land meant for pedestrians,is really surprising ; arre bhai,aisa bhi kya bhai-charra. I strongly believe in the idiom--deir hai,anndheir nahin ; lets wait for the judgement day. Have a small request to all who read this piece---kindly forward to all possible so that a cry is raised against this rampant encroachment on common man's rights. if we look at any good city, Garbage bins are placed properly in and around city. Same should be done here also.People should be made aware and encouraged to throw all the waste in it. waste collecting vehicles should also be pressed in to the services. We have to make sure that its planned and executed efficiently. Use of polythene bags should be banned. I agree with Mr Devesh. If we improve our municipality system I think 40% of problem can be addressed. more
