harassment by procedure

all the rules and regulations are for law abiding people only. those who flout laws go care free as they have enough bad money which byitself bring enough political contacts. the statuory forms should be designed in such a way that people with simple english knowledge should be able to manage. the forms before finalisation should be checked across a few people.
A small story is certainly not out of place here.
Two persons one ordinary and other hi-fi with high end cell with all apps. are standing side by side to cross a road. When the traffic was less the ordinary person crossed the road and finished his job and returned. the hi-fi was still standing. The ordinary person (Only ordinary people enquire others ,so called hi -fi s do not enquire any one) enquired why he is still standing .
the hi-fi told him that he has an app for road crossing and that he is waiting for clearance beep to cross. The citizen got curious and wondered how. the hi -fi proudly told him that the app will check any vehicle from both sides and give a beep when road is clear. the citizen laughed and wished him good luck as he noticed a stationary wagon on jacks a few feet away. more

Most Technology is not 100% foolproof. There will be a few exceptions. The criteria would be, does it do a larger good without hurting the rest (like your 'road crossing app'). At the same time, for critical needs, technology has to deliver 100%. more  
Do you mean to say startups, digital India are creating such useless products to rob the public money. In India every schemes are brought with such intension only. So that who can dare take the cream at the cost of others. And every lobby will strive to solve such non existing problems so that new schemes are introduced to milk. more

Those who follow rules & regulations are only called law abiding citizens. Please do not consider as a special category. more  
Every Citizen is a Law abiding Citizen, Everyone is following Rules and Regulation but Ease of doing Business and Simplicity of the Rules and Regulations is must for flow of Business!!! Rules and Regulations should not hinder or barrier to genuine Business Strategies. Rules and Regulations itself subject to Change when difficulties arises which we called amendments. more  
This is no argument. It is not a matter of rules but knowledge of how to get things done life. Business people think and strategies differently. Clerical minds cannot be successful in running corporations. more
