Grievance redressal in income tax department

As lot of tax payers have grievances which require redressal I have given below new initiative of CBDT to redress by email:-

Subject : Redressal of grievances received from Taxpayers by email at Aayakar Sampark Kendra – Reg.

Please refer to the above mentioned subject.

2. Aayakar Sampark Kendra (ASK) is one of the initiatives of the Income Tax Department to provide Taxpayer Information and Services to the taxpayers across the country. At present five call centers of Aayakar Sampark Kendra (One NCC at Gurgaon and four RCCs at Jammu, Jangipur, Kochi and Shillong) are functioning to answer queries related to the status of PAN & TAN applications, procedure of filing of Income tax & Wealth tax returns, downloading of calls and other general queries. Taxpayers have also been provided a facility to register grievances through email through the call centers of ASK. At present the grievances are received by e-mail at ASK call centers on following e-mail ids:-

(i) ask@incometax.gov.in
(ii) pan@incometax.gov.in
(iii) refunds@incometax.gov.in

3. The nature of grievances received at ASK is broadly as below:-

• PAN Correction/De-duplication
• TAN Correction/De-duplication
• Pending Refunds
• Refund Adjustment against Demand
• efiling Rectification / Intimation u/s 143/154
• Payment of taxes under OLTAS etc.

4. In order to provide quick resolution of taxpayer’s grievance, wherever action is required to be taken by the officers in field formation, the Aayakar Sampark Kendra should forward the email to concerned CIT (Admn.& CO) for onward transmission to respective Jurisdictional Pr. CCIT/CCIT/Pr.CIT/CIT/Assessing Officer for necessary action. The taxpayer may also be informed so that he may do further correspondence with the concerned officer. more

I agree with Shri Rajan Sinha that grievances relating to manual returns filed are bit difficult to redress due to various factors such as being old, sometimes no record with the tax payer, departmental record not readily " traceable " due to changes of jurisdiction , restructuring of the department, fire incidents,flooding of record room or sometimes just apathy of department hoping that the tax payer will keep his record safely. You may have noticed that virtually every notice from AO first of all asks the tax payer to file copy of her return already filed with the department ( sometimes if it is reassessment for six years !). However, as the CBDT in it's instruction dated 20/10/2015 has given three email IDs where emailed grievance can be sent and will be forwarded to oncerned CIT/AO (apparently grievances relating to manual returns are not barred). so you may send emailed greivances at these email IDs and the concerned departmental officer (Shri Barnwal) has clarified on phone that any grievance sent at these email IDs will be attended to and forwarded to concerned officer for redressal. Please try in respect of manual returns and give feedback so that department can improve this novel initiative. more  
Whatever is received online through these call centres are for the online return filed by you .But a number of taxpayers are receiving demand notice of the return filed by you upto 2010( manual return) . For this the department / heplineis asking the taxpayer to come to the Income tax ward where the return has been submitted . This is a big problem for the aged tax payers , living in places other than Delhi. more
