Energizing Bureaucracy for Start Up India

Below are some of the key inputs on how the bureaucracy can be energized for the cause of Start Up India. Kindly review and share any additional inputs you may have. We will be submitting the same to DIPP and PMO so actions can be taken on this front.

Energizing Bureaucracy for Start-Up India

1. A helpline should be established and complaints should be addressed within 48 hours
2. Bureaucrats must be re-oriented to utilize Indian start-ups as much as possible
3. Common bureaucratic approach of “Why can this not be done?” must be re-oriented to “How can this be done?”
4. Bureaucrats should be made accountable for their actions, wrong actions, and inaction concerning start ups
5. A 3 member committee should be set up in every Ministry/Dept to review Start Up proposals approved by a bureaucrat so the decision is validated and protect bureaucrats from the fear of future undue investigation
6. The resistance from bureaucrats in working with small entities should be questioned and addressed by DIPP Start Up Center
7. A separate authority competent enough to grant all licences and finance in a "single window" scheme must be set up
8. The ministers should undertake regular initiatives to motivate the bureaucrats to work with start ups
9. Start-ups if facing bureaucracy bottlenecks should be able to raise the issue with DIPP Start Up Center
10. Government should identify and promote honest bureaucrats
11. Each department/ministry should be rated based on inputs from all stakeholders. This will be a positive way to encourage our bureaucracy to become partners in progress
12. No files should stay with a bureaucrat for more than 3 days. more

For any start up to succeed, no govt support is required, as in my view it is the market forces and its intake and if the stakeholders are benefiited, the start up is not needing any assistance from govt instead it will ease the functioning of govt setup whenever they will start using the input data, e.g, as a highway engineer, in am to start up a company, at my own, I need to know the use of IRC codal provisions for upgradation and construction of roads and highways, thus by using latest design technical modules, it is possible to cut costs, which many highways engineers and bureaucrats in govt may be needing Just one example of start up without any govt support There are many such start up which may not depend on Govt, either any central or state govt scheme, S.K.Gupta, I.I.T, Delhi 09313058678 more  
point wise my opinion to this is as under 1. yes 2. yes, bureaucrats must change their way of thinking. at present they try to repel the people from various govt schemes, which are meant for the growth of country. at present bureaucrats, are giving best presentations (ppt) for any scheme, but as far as implementation is concern, they just dont interested. the main problem is that they never believe on any citizen of Bharat, they think that the every body is trying to fool them. also, they are best at manipulating the data. hence they appear very good on papers. 3. absolute change in thinking is needed badly. 4. yes. offcourse, they must be accountable for each and every negative or positive actions, taken by them. they even misguide the people which comes to them for any govt scheme. 5. a committee of neutral people can serve the purpose. if the members of this committee will belong to same dept. it will of no use.lesson should be taken from the various state electricity regulatory commissions, the bureaucrats of these commissions mostly belong to respective state govt electricity boards, hence their working is not people well being oriented. so care must be taken in forming the committees. 6. yes, they must also be punished for it. 7. yes, and honest officers must must and must lead it. otherwise it will become a corruption industry. where only fake cases will be sanctioned. and for genuine, doors will be shut on their faces. 8. state ministers are of different bread, sometimes they too willing to encourage the corruption. 9. yes, provisions should be made for weekly/fortnightly/ monthly feedback from startups, directly to DIPP startup centers. these centers should be questioned if they dont take any action on negative feed back from startups. 10. yes, that's the need of hour. and most important action for the success of this scheme. promotions of bureaucrats must must be linked with performance and honesty. 11. yes. 12. why 3 days? it must be as soon as possible. a net based file movement monitoring system can serve the purpose. in my view, if start up sanctioning procedure will be made online only. many of admin and other problems will be resolved easily. more  
I am in industry since 1980. Seen many chages. But change is slow. I mean changing in poli ies & implementation is very slow. May b due to democracy. Opposition myst b respected. While any change is Naturally resisted. Contradicting to it business cannot go so slow. Interest , start up time kill business. No bank or financers will wait for start up period. Govt must reduce this time by monitoring progress of changes from grass roots more  
There should be flexibility in raising and pricing equity share capital for startups under Companies and Income tax Act. more  
Yes, It is correct. the charter of duties may be assigned and concerned officer may be fixed accountable as per the requirement. Any officer caught for taking bribes and favoring some wrong decision may be given harsh punishment and there should not be any leniency in that. then we can include in the govt. start up scheme properly. and the growth of development may increase continuously. more
