Embezzlement of Funds in Government Schools

Recently, the Principal of Government Senior Secondary School Nithari, has been arrested on the charges of financial embezzlement of government funds to the tune of approximately Rs 27 Lakhs.

If you have come across any such embezzlement of Govt funds in schools or other organizations in Delhi, please share details with us.

The investigation in this particular case revealed that the Principal embezzled the funds meant for the various Students’ Welfare Scheme like subsidy for uniform, free supply of text books, welfare of educationally backward minority students, Lal Bahadur Shahstri Scholarship etc. by abusing his official position as the Head of School (HOS) & Drawing and Disbursing Officer (DDO). These funds are meant to be distributed to all the eligible students in the same financial year. more

Crowd Sourcing: Helplines and tools for people to report even on suspicion. Anti Corruption dept to take immediate action, report feedback to complainant and publish online. Will improve sense of belongingness and encourage more reporting by people. Will be a deterrent for institutions to involve in corrupt practices. Publish funds allocation online for everyone to see and compare. If discrepancies found by people, can be reported. Audit reports and last audit date mentioned online per depart and area branch wise. Direct Subsidy to people - wherever possible, allocate resources to people. instead of money, tokens for goods like books, uniform, food grain etc should be given. Biometric devices should generate unique identity of people who can then use their tokens only once per cycle of usage. Eliminating multiple usage abuse and privilege transfer abuse. Intelligent biometric system - collects, interprets data of usage of subsidy. Number of people, times in a month/year, age group, frequency by area, institution etc. Where subsidy is not being used, why not or why so frequently. Data Statistics can help. Local MLAs to participate in people feedback online and personally if possible. MLAs to intervene in public grievance reports filed by people for their area, dept etc. Issue reporting mechanism website, many won't be able to report on website but can seek help from others and their children if online reporting works efficiently. Corruption issues, delays by organizations, Embezzlement charges etc. more
In my opinion continuous monitoring is the only remedy to stop embezzlement. In a particular , only one person is responsible, every one in the chain are involved and share is divided amongst all. If the monitoring is not sincere then no Government can stop such activity who so ever he is. Ram Yadav (senior citizen) more
Compulsory audit just as in case of banks by Hrd ministry can make it foolproof more
This subsidy raj in India must be replaced by direct "living subsidy" for all..... the rich, the poor and everyone in between..... then it will be upto aam aadmi (no not the AAP party) to decide what they want and do not want rather than.... politicians and officials of all color and stripes who will FIRST take most of the subsidy... for themselves..... directly or indirectly.... but always surely. In this case..... if these funds were given to the students (parents/guardians) directly.... these, and other numerous, corrupt and criminal acts would not have been possible... more

There is no uniform, books, scholarships are being provided to the EWS students. Quality of education is also very poor and the donation demand is very high on these schools. Please help the future of India...!! more
