Effective End of Life Disposal of Vehicles: Inputs Sought

Based on your inputs, here are the key recommendations of what can be done for disposal of End of Life Vehicles. Kindly review and if you have any additional inputs, please share.  :

Effective disposal for End-Of-Life vehicles 

1) The shell and bodies of old vehicles can be used as night shelters for homeless population  

2) The valuable parts could be sold to authorized buyers  

3) The owner could sell the old vehicle to a scrap dealer of his choice at the price negotiated by him, obtain a certificate of  sale and submit a copy of sale to RTO  

4) The concerned RTOs should be made the authorised agencies for accepting, cancelling registration and breaking down of the junk vehicles  

5) Government could authorise 'unserviceable vehicles crushing units' whom old vehicles should be sold and they issue proper receipt   

6) Manufacturer should have a clear cut plan for those vehicle owners in the residual value payable & should be taken away by them for disposal  

7)Manufacturing company/ dealer should be forced to exchange the vehicles with new (if desired) or give an incentive on new model  

8) Old vehicles, after re conditioning can be exported to other countries which have policy to allow second hand import of  car, trucks etc.   

9) Government should give 20-25% of salvage value as tax incentive to more than 10 years old vehicle owner. It will motivate customer to get rid form old vehicle as well as Government can achieve pollution control checks.   more

We must consider to convert these vehicles to battery run vehicle. That will reduce the waste and may be economical to owner and environmental friendly. more  
The Govt seems to have come up with vehicle scrappage policy Why are they not consulting common public. Ridiculous yo make policy just based on what auto companies are saying. more  
If you move in Mumbai a sizable vehicles are in police custody and they remain like that for years together.A time bound policy must be made so as to dispose them off quickly.Otherwise it give a dirty look. more  
The suggestions are good. But for private use vehicles, it should be re-examined and if found suitable, they may be permitted to ply for another 5 years. more
