Dog menace -- Biting and causing littering
1) In my street, there are 4-5 dogs biting 2-3 people on weekly basis. They do not discriminate between young, old, man, woman, rich and poor; while biting.
2) They carry garbage polybags and tear them here and there and litter the area anytime.
3) Many residents requested and complained government authorities which they ignored as usual leaving us to live in hell. more

My solution does not entail making dog shelters but withdrawal of ABCD rules to allow culling. more
