Do we require TAX system for a country like India

First Part :I wanted to ask to the people who run our beautiful country, that do we really require tax system.Can't we utilize our natural resources in an efficient way, so that we can take care of our people, without putting tax burden on our own countrymen. Are we so incompetent that we need to tax our own people to live.
Second part : If we assume Tax system is required then from out of total population from whom tax can be levied, what is the percentage of population from whom tax is levied and what is percentage of population which are exempted. more

The whole population pay the tax, albeit indirectly. Through excise, VAT, Sales tax, service tax etc. The whole system has become cumbersome aiding only tax evador and their aide like CAs. It is better to convert all taxation system to direct by imposing a very low rate of transaction tax may be @ 1% or 2% on all receipts. Some people have worked out to it to exceed or even double the entire tax collection as on date. Further the spending by Government should be limited to basic education(Up to Class-X, free, compulsory and only Govt Schools), basic health care( No treatment like heart, kidney, Cancer etc) and infrastructure till door step of Village/Town(Not inside). The present provisions of Govt. are being misused by rich. This will create a huge surplus for the Govt. to take care of defence etc. more  
Good discussion has started. More should join with their views because 80% of the tax that the government collects normally is siphoned off by vested groups be they politicians,contractors,burocrats. The question arises why we need to pay taxes to fill up the belly of these vested groups. more

Tax system can be challenged if it hinders any of your rights enshrined in the Constitution. Even Income tax can be made simpler by implementing Transaction tax. more
