Could there be corruption in appointments of Doctors in Delhi

While all of us do talk on corruption, poor medical facilities, expensive medical treatment etc., there is another area which possibly is being ignored is the appointment of medical fraternity to serve the Government Hospitals specially in Delhi. While the Government of Delhi seems to be working very hard for improving medical services in Delhi, it seems to be ignoring the possibility of corruption in the appointments of the Doctors in the Hospitals.

The present AAP-led Delhi government came to power, hinging primarily on their promise to end corruption, bring in transparency in government functioning and thus change the way of politics. “Hum Rajneeti badalne aaye hain” was one of the popular slogans of the time. Healthcare initiatives have so far included free medicines and tests, reigning in private sector by forcing them to reduce costs, and implementing a DAK scheme to ensure speedy surgeries in private hospitals at the cost of taxpayer. What surprises me, however, is that there is absolute silence when one talk about transparency in appointment of government doctors. There is rampant nepotism and corruption in these appointments and it is something that is very well-known within the medical community. There is feedback on the subject from the talks with medical fraternity. It is generally observed that while the Governments have all been talking about shortage of Doctors when we all do talk about poor medical facilities in Government Hospitals, there also seems to be number of Doctors appearing for interview as and when even a single vacancy is notified. Both seems to be contradictory either there is a shortage of Doctors or there is a shortage in the job vacancies. Number of messages on social media remains inattentive.
Take for example, the senior resident doctors (SRs), who are the driving force of most of the government hospitals in Delhi. If one were to analyse all the senior resident appointments made in the hospitals, one would easily feel the corruption at play. Merit is, of course, not given any importance. You could have graduated and post-graduated from a top government college of the country, have a huge list of publications, awards, clinical skills and knowledge and yet fail to be selected. Interviews are advertised and held just for the sake of formality. “Jugaad” works. It could mean having your father as a doctor working in government or private sector, or a bureaucrat working in the government or having somebody who knows a Minister. Such people often “put in a word” for a particular candidate and ensure their selection. Money to obtain a post in the hospital is quite well known within the medical fraternity and the amount often runs into lakhs for a three-year Senior Residency post. It is hard to believe that such things might be happening without the knowledge of the government. What then is the reason for AAP’s silence on the issue? Why have no steps been taken to bring transparency in the appointments? How would ill-trained doctors appointed by corruption provide good and skillful healthcare to patients? How would these doctors be empathetic towards the plight of patients? For past two years, there have been talks on conducting centralized appointments for senior resident doctors in Delhi based on a written test. However, they are just talks and there seem to be no signs of any such thing happening in the near future. Will AAP finally wake up from the slumber? more

Corruption free India is a dream and corruption is a common phenomenon. No initiative has been taken by any of the government in this line. In appointments of the Doctors also there can be corruption and no one can certify that. more  
"The consciousness has to come from the society and not from the state. Please ponder over the quote- " ASK NOT WHAT THE COUNTRY HAS DONE FOR YOU, ASK WHAT YOU HAVE DONE FOR THE COUNTRY" - This quote said by a politician itself makes it clear that it is not applicable for them (Politicians). By saying this they escape answering the question. Hence please never quote this in future. It should have been "ASK NOT WHAT THE COUNTRY HAS DONE FOR US, ASK WHAT WE HAVE DONE FOR THE COUNTRY" Then it is for everybody. All of us have a duty to serve this country Politicians tell us (by saying "ASK WHAT YOU HAVE DONE FOR THE COUNTRY" ) that we have a duty and he conveniently escapes. The root cause of Bribe is lack of awareness (of what we are entitled to and what not, what are the laws and rules that govern us. basically what is the process to get things done) our selves either the giver or the taker. We expect that Computerization, online transactions and thinks like that will make the situations good. Unfortunately in India, Computerization and online transactions are a miserable failure due to poor infrastructure and lack of knowledge to develop programs to suit to local conditions. Many online transactions still warrants at one stage, a personal approval, where you must have a face to face contact with the approval authority/person from whom you must collect and that is where "Bribe" starts. Till we change this situation, it will not change. No point in blaming some one. Medias must focus on this more  
A hypothetical question has been posted by Mr. Virmani for what purpose is not known. Members have also blindly jumped into the discussion of a hypothetical nature. If any one has any evidence, please come out. No use running around like a head-less chicken. more  
It is useless to discuss on corruption prevailing in the Government sector as neither Government is interested nor the politicians, bureaucrates and the people. It is true that AAP Govt, is making efforts to curb the corruption but the politicians are putting hurdles in their campaign. more  
The issue in the resource is existence of nepotism and monetary considerations in appointment of Doctors in Health services in Delhi. Neither nepotism nor monetary considerations can be wished away as non-existent in any recruitment let alone Doctors in Delhi. Occasionally, one good samaritan or some other deeply aggrieved candidate brings it into lime light and the people are caught red-handed. Alternately, an Investigation by the Dept. or Police or Vigilance takes place. Certain people are suspended on the spur of the moment and after the fire is doused, they are all re-instated. In the rarest of rare cases, for reasons such as either uneven distribution of the bounty among all stake holders connected even remotely or under political pressure or under caste equations, charge sheet is filed in a court of law. The matter comes up on the board after a very long time ranging between 6 to 15 years and by that time the culprits get re-instated and start their avocation with renewed vigor. The moral of the story/ current state of affairs is that we the citizens have to be honest and vigilant. Don't let that happen rather than cry over the spilled beans. The consciousness has to come from the society and not from the state. Please ponder over the quote- " ASK NOT WHAT THE COUNTRY HAS DONE FOR YOU, ASK WHAT YOU HAVE DONE FOR THE COUNTRY". If all those people, who spread pessimism and keep pointing fingers start positive action and point finger at themselves, a lot will change in this country. more
