Corruption in Resident/Home Owners Association - Inputs
Some of you have requested us to take up this subject. We request all members to report the types of corruption prevalent in Resident Welfare/Home Owners association. This exercise will help us all be aware and then together, let us come up with solutions to such practices which can then be disseminated to a broader group so workings of such associations can become more effective and transparent.

I fully agree with Mr.R Tayal. Model code of conduct is required not only for RWAs, but EXISTING LAWS for Cooperative housing societies also need re- visiting and make them transparent. I have purchased an apartment in Sun city Township in Bopal area of Ahmedabad.The builder/ developer of the society took Rs 50000/- to wards the maintenance of the society . Since they continued to construct additional apartments under the name of other different societies on the vacant land (mostly earmarked for facilities of societies planned at initial stage ) , used up the amount collected for the maintenance of societies planned initially and when construction of additional apartments completed they said that the amount collected toward maintenance of societies is exhausted and they will not maintain in future. Further to avoid any legal actions by the residents they found some residents,motivated to make the Residents Welfare Association (RWAs )in different names and to administer these RWAs without any transparency.The office bearers of these RWAs frame the rules to suit there interest, and to expend the amounts even without proper approval in AGMs. Further though builder /developer handed over the possession as back as more than 11 years, but have not obtained the Building Use (BU) certificate even after 11 years and also not handed over the societyies to RWAs till date. These RWAs aren't even asking the management of societies to hand over the societies as probably the office bearers of RWAs are obliged by the society/builder/developer. They are still engaging the earstwhile staff members of the builder as supervisors.No body is bothered about BU permission and taking over the respective societies. more
Many RWA dignatries take bribe from the hawkers, rehri patri wale, or different contractors to let happen illegalities.They also take money from political parties for favoring or getting meeting etc. Yesterday I saw a special type of corruption by Delhi Police. I met with two vendors on ring road side near bus stand of Base Hospital and under construction metro station. I came to know that there were three vendors on footpath ie one for selling helmets, one was selling pan masala, bidis, cigarettes and water and one was making tyre puncture. They told that their temporary shops are permitted by a Havildar Sushil of Delhi Police on paying monthly 1000/- , 1500/- and 1000/- respectively. It was true as claimed by Mr Basi on a television interview that Delhi Police take money from rehri patri walon se or from people who construct their house. more
