Corruption in Public Works

Today, a flyover collapsed in Kolkata. Flyovers, bridges, roads and buildings as they collapse, lead to loss of property and above all life.

With this post we would like to seek your inputs on the various ways in which corruption takes place in public works.

A good example is : The vehicle owned by a person is illegally sold out without any valid documents and consent. Furthermore this illegal sale is also got registered with RTO Office Thane-(Near Mumbai) without any documents and consent. Over and above - this vehicle meet with an accident and fictitious Insurance Claim worth Rs. 6,01,00 was made without any valid documents and consent to the Reliance General Insurance Co. ltd. The Company paid that amount of Rs. 6,00,000/- with nominal deductions of Rs. 1000/- to unknown person. ALL THIS IS WELL COMPLAINED TO THE POLICE AUTHORITIES, BUT EXCEPT COUPLE OF PEOPLE NO OTHER CULPRIT IS BOOKED SO FAR. The victim is running from piller to post and the RTO Personnels, Insurance Co. personnel's are enjoying the lavish life style till date, at the cost of victims. There are 328+ such vehicles NOT TRACED even a single except above mentioned since last THREE & HALF years investigation. ANY REMEDY. This is the Present situation of our Society's law and Order.?????????????????????? more  
in the name of GOD. so that our country is saved from authorized loot to which they call our fees for awarding the project and clearing payment. This observation is based on my 46 yrs of experience in dealing with Govt. construction depts.. Hope this message percolates at all levels in Govt. and God saves our Country and give us the opportunity to feel proud to be Indian otherwise, pe- ople like me who are in late 60's will leave this earth feeling cheated and disheartened. more  
Transparency is the key requirement for fighting corruption. Transparency does not mean computerization. Computerization is just means to the end. more  
We need to have engineers who need to approve the plan, and sign off on the work every week, saying that they inspected everything and it is Ok. If something happens to construction project, those engineers should lose their jobs. The politicians should have no power in giving out construction projects. The company who was constructing the collapsed structure should be responsible for the murders of innocent people. They should be tried in court and all the money of the company should be used to distribute to the people who died or were injured. Only when these strict laws are enforced, then only will this collapse of structures stop. At present they think that they will get away without getting punished more  
As I remember, we had discussions on the subject matter in the past as well. However, I would like to high light on few of the ways in which corruption takes place in public works: 1. The system of awarding tender/contract itself is faulty. When the government itself specify a minimum rate/price for a job/supply, the work/order is awarded to a bidder who quotes his rates/price much less than the prescribed minimum rates/price, which some times goes even 30 - 40% lesser than the minimum prescribed rates/price. Moreover, they require to spin off at least 10 - 18% of the amount of the work orders on all categories of staff including the senior officials of the concerned departments to ensure a smooth passage for clearance of their bills. On reaching to the understanding of percentage, the contractors freely use substandard materials, poor workmanship, ignore the specifications of the work orders on large scales, works are left incomplete and are permitted to commit all kinds of irregularities but they never counter any difficulties in getting their bills cleared; 2. Due to faulty system of awarding work orders at rates lesser than the prescribed minimum rates, the works are left incomplete forcing the government to revise and allocate additional budgets more than once to get the works in progress completed. Allocation of more funds means more percentage and the system continues in majority of cases; 3. All the departmental heads get an annual limit of commission they need to collect & remit to the head offices/ministries and money so received is distributed among the minister and the senior officials thereat. So the departments need to play all tricks and engage in unethical acts to get as much money as possible as commission; 4. Posting as heads in these departments involves large scale money dealings. One has to offer a gift suitcase to the concerned ministry to get a choice posting. The donor of the heaviest suitcase gets the most lucrative posting and the merit follows. As per unofficial information, such dealings run in millions per posting. On getting a posting against heavy price, it is obvious that the concerned will indulge in all kind of tricks not only to recover his money but to multiply it; 5. On passing/issuing a bill/order by an officer it is to be delivered to the dispatcher by the peon, which is done only on getting his tips or share from the concerned; 6. Until it is entered in the relative register and numbered by the dispatcher, further action is not taken on the orders and the dispatcher is also required to be satisfied for the work; 7. The contractors also required to meet the demands of the local politicians and leaders to avoid any obstructions in their works; These are some of the ways of corruptions taking place in public works. more
