Rather than constructing new houses , the very first step should be to dismiss the official found subletting, get the house vacated. The best way is to get a survey conducted by a independent agency , preferably a private survey agency appointed thru a transparent tendering process. Or even better would be if maintainance is handed over to a independent agency thru tendering. This company will be whole and sole responsible for maintainance and reporting of any subletting. There should be firm penalty clause laid down in the tender. This will better the maintainance as save on CPWD /PWD expenditure on existing poor quality of maintainance.
NDMC last year came up with 2 innovative ideas. The complainant of a subleted house gets the house , if he is entitled . Secondly market rent is deducted from the very first day of allotment , if the allotee is found to have subletted. It had a huge impact on reducing the wait list.
