There are multiple reasons for cash transactions taking place in real estate transactions. Predominantly, builders/developers have a large amount of cash expenditure to facilitate politicians, officials, local goons and sharks. This is kept out of books. Secondly, they want to keep super-profits out of the tax net, which is illegal, but they entice the buyer by indicating some piddly savings on stamp duty. Thirdly, builders/developers take a lot of debt. Money coming to their account gets adjusted against loan liabilities, while cash goes to their private kitty. And then, there is a convention and force of habit that a certain proportion is kept in cash to keep the official rates on par with the agreement value. Who can stop it? Not the hapless buyers but the people in power with some real-world solutions and increased integrity. That seems a bit utopian for now. more

As long a the babus & the politician take bribes & it would be in cash, that cash has be invested somewhere. There are only two investment channels for this cash - property & gold purchase. Property market would be kept cash-friendly as long as this babu-neta corruption remains. Babus more than netas BTW. more  
In India, bribe/corruption reigns, not just in real estate transactions, but even in day-to-day dealings. Unless a movement to eliminate it starts, or reduce it drastically, India will continue to be a rampant corrupt country. Grin and bear it. more
