Bribe for Registering a Property by Registrars.
GOOD MORNING TO ALL,
This is to the kind notice of all the people and the stake holders, that it is very sad to note that the Registration of a property is done only after payment of a fixed bribe by the Registrar of the concerned area. When asked why, it has been told that, it was normal practice to pay the Registrar a sum of certain thousands for Registering the purchase and sale of a property.
I was shocked to hear from my near one, that though the amount of the property that he has planned to purchase, a 3 BHK Flat, from a builder of some reputation through bank loan, he has been asked to pay the amount as bribe for the registration, as it has been decided between the builders and the Registrars, without which the registration cannot be done.
I prefer to put it as a special case, because the Corruption in Tamilnadu is so deep, that even an ordinary person has to shell out some thousands of rupees for Registering a purchase of a flat, which is his hard earned money, and not earned through getting bribe as some of the government servants are doing.
Is the Registrars not paid salary to do their duties? Even for doing their duty, if they have to be paid bribe means, it is time these people are arrested and sent to jail for life, without any investigation and Court proceedings.
Unless the Registration is made digital and payment of Registration charges made cash less, this cannot be reduced. Person to person interaction is good in many situations, this is not at all required. All Government offices should be made totally secluded from any private person visit. Since the entry is open to all and sundry all these kind of bribe asking, taking, giving are happening. Those who are working in Government offices should be barred from any private meeting in and around the office premises.

The agents/ document Writers should not be allowed in the register office. Recently agents are barred from entering the RTA offices in Andhra pradesh. Now people are going directly to office staff and getting the works done . Corruption has become / made part of life in many offices because of inconsistency in implementation of rules/orders etc . The concerned simply delay the work to trouble the applicants. There is no check about why delay and how much delay is justified. If some body questions about the bribe the public will look at him as if he has come from another planet. Jugadu/ manager has more popularity than a straight forward one. Late in punishment is a plus point to the corrupt. more

Yes. There is rampant corruption at the Registrar's office in almost all over the country, that too the amounts are very high. There is a nexus between the builders-Agents-Registrar. Only way this canbe thwarted would be to MAKE ALL PAYMENTS / REGISTRATIONS ETC ONLINE. One need not at all go personally to the Registrar's office for any purpose. Even paying Stamp Duty also should be ONLINE. I have also come across instances in Bangalore where huge bribes are charged for obtaining Katha. WE HAVE TO URGE THE STATE/CENTRAL GOVERNMENT TO LOOK INTO THIS VERY SERIOUSLY. more

The version of Mr Kalaga is true to some extent. The coward people do not like to involve themselves in useless litigation. People think to get the work done as the money is immaterial to them. They do so to save their time in such petty thing. People think that work should be done perfectly. I give you one example that I put up Release Deed for my sister to release her share in favor of to his brother to Sub-Registrar-IX in the case of ancestral property. No bribe was given to Sub-registrar. However, Sub-registrar impounded the Release Deed and referred to SDM. The reply was given to SDM in the month of February, 2017. Personal interaction with SDM has already been done and I satisfied the SDM based on RTI information received from the Sub-Registrar. However, the case is still pending with the SDM. I am not ready to pay any kind of bribe as the case is genuine and in order but the case is still pending with the SDM. Should the authority pay attention to the public grievances. The answer is no. I had to fight the case in the court in case the Release Deed is not decided by the SDM favourably. Ram Yadav more

Registration dept and RTOs in Tamilnadue are top most in corruption even after installing cameras in front of Registering authority. They have innovative ways of getting the money. Unless registration, patta etc are made online and tracked, nothing can be done that too with existing politicians who bothered about their security more
