Bakhsish/Tip or Rishwat/Bribe
Local circles was asking input on passport issues faced. The common issue is even today the speedpost postman wants money because he delivered your passport. The police constable wants 500 because he did your verification. Cant India Post and Passport ministry i.e External Affairs solve such basic issue.
It should be zero tolerance. If one customer reports seeking/accepting bribe for delivering passport, immediate termination happens. If IT minister can correct indiapost, other depts will also take lead. more

A questionnaire designed by Passport department should be given to police for verification, in that form both Applican & policemen signs in front of each other, with a copy given to applicant. This way harassment can be reduced to larger extent. more

The biggest stumbling block is the Police Verification for the issue of Passport. Every applicant wants that the common police constable should not put a blot on his future and stop the issue of a much needed passport. It only takes the constable to put a simple red mark on his report and it is for the applicant to run from pillar to post to prove himself to be an honest and gentleman. Therefore he wishes to buy peace and GOOD CHARACTER, from the constable by simply paying some money. The constable knows his importance in this system and hence demands. I fully agree with Loganathan's suggestion. If the authorities can design a questionnaire which need not go to the police for verification unless it is extremely essential, then only corruption can be eliminated from this system. more

I had a good experience this time. My Passport was delivered at home and the postman said,"this is your Passport. I took the Passport and thanked him. He repeated "Sahib ka Passport bhi hai" I said thank you very much and turned my back to get in to the room. He did not utter a word and walked away. more

Now lobbying is legalized it seems. What is lobbying any way? Is it bhakshis /tip/rishwat/bribe? more

One way to eliminate bribe is to get feed back,by sending a questionnaire covering all aspects including payment of "tips" at different levels with a pass port . Based on the basis of feed back suitable changes in the existing mechanism may be done. more
