AUTOS in Delhi

Autos in Delhi is really a problem. During November 2013 I came by Volvo from Manali with my wife and the bus halted near ISBT, Kashmeri Gate a little far away from the ISBT where there were a lot of autos were parked. One auto driver asked where we want to go and we told that we wanted to go to Mandir Marg near Gole Market and he immediately told us that the fare will be Rs.200 plus 50 Rs for the parking. As it was about 3 AM in the night and my wife was with me I boarded the auto and he took me via Sabzi Mandi to Mandri Marg and the fare on the meter was only about 50 rupees. Like this most of the autos at Bus Stands and Railway Stations are robbing the Delhites. In Kerala there is a mobile app to send complaints to the police and immediately the traffic police will act and we will be called to the Traffic Station and the auto drivers are fined and the excess fare will be returned to us and if the complaint is given to the Motor Vehicles Deptt, they will cancel the licence of the driver and the permit of the auto for 15 days. Such things to be implemented in Delhi also. more  

Is there any body who can raise this issue strongly? more  
What Mr Arvind kejriwal is doing about making delhi a world class city when his party has done nothing so far about stopping illegal encroachments and parking on Delhi roads by the hawkers and shop keepers by paying bribe to local police.
