If you dont ask these questions then dont ask why India has corruption more

Surprise check is an essential pillar of evaluation. One may find visit/inspection by big bosses are like conducted tours, itinerary are prepared by the sub-ordinates. Subordinates are busy in keeping him (incl. the mem-shahib or madam, if accompanying and entourage associates, if any)happy by offering best of lunch/dinner/snacks as also marketing/ safaris etc. Thus, inspections are examinations - for which the question papers are being set by the examinee him/herself . Quite a few literatures are available, which shows that during pre-independence era, the District Magistrates/Collectors used to put their camps(temporary office as also residence),in remote parts of the district headquarters so as to gather 1st hand/on-spot information.
