For a bribe to take place we need two parties; giver and taker. Unfortunately, in India most of the people are dishonest to a smaller or greater extent. Large number of bribes are given fearing harassment. For example, I bribe the fellow who brings LPG cyl. to me because if I don't give bribe he harasses me by delaying supply of cylinders. In fact, supplying gas by cylinders unnecessarily adds to the cost of gas, as gas needs to be filled in cyl., transported, and supplied. All these can be eliminated if only they can lay pipe lines to all houses. They want to save cost of pipe laying, but this results in costs in filling, and supplying cylinders.
Places like RTOs are a great source of bribes. For getting one driving licence they charge Rs 6000/ for cars, and 10K, to 12K for heavy vehicles. No jeweller issues a tax bill. If only these can be reduced even 50%, India will be saving thousands of crores of rupees.
Our niti shastra talks about 4 methods of tackling illegal activities, namely "sama, dana, bheda, danda", meaning telling in friendly way, giving inducements, telling the aftermath of wrong doing, and finally meeting out punishment. Govt. does none of these effectively. Unless govt. sincerely engages in all these methods, illegal activities cannot not be eradicated. In a nutshell Govt. is not doing its job.

Bribing is universal. Other than writing on this wall to satisfy our ego we do not do any thing. If the time comes on to pay all of us are ready to pay bribe because not because of fear, but because of certainty the work will not be done. I have been fighting with the government for my arrears for the last 6 years. I went to court, but government issued a G.O to all teachers, degree , junior college, and oriental college lecturers. Unfortunately our lecturers have paid a bribe of 2laks to clerk in the secretariat because he has threatened to spoil the case. After giving bribe the file moved and the G.O came. Strangely the G.O is implemented to all others except our fraternity for want of some procedure. So we are once again in the clutches of the same man who is not moving the file inspite of so many representations. So it is decided by our association to give bribe. Each of us get about 2 to 6 laks. so his expectation is around 10 laks. The higher officers are also tight lipped. Now tell me shall we bribe or not to get our arrears. we went to court and some body have enjoyed. more

OTHER WAY IS ALL THE POLITICAL BOSSES WILL DEFINITELY AGREE TO PROVIDE CERTAIN PERCENTAGE TO ALL CONCERNED. We expect easy way of life . We are ready to pay bribe to get things easier n quicker.this mental set up need to change. We shd not comprpmise on ethical valus n shd not offer bribes ay all. May be we hv to accept some delays initially. Once done it will be routine. more
