The Delhi govt. is doing an overall good job in my opinion but rather than criticising others and pointing out their mistakes and indulging in self-praise, Delhi government should focus on performing its own work effectively and efficiently. I feel disappointed on freebies given by the delhi govt. like waiving off water bills of several consumers which makes law abiding citizens like us feel cheated. Was it our mistake we paid all our bills on time? And those who did not, get the benefit of not to pay those bills instead of penalty. Law violating citizens are being rewarded. The message going is don't pay your bills and wait for the next waiver scheme of govt.

is very bad practice and the governments which do these things had failed lastly and public is becoming habitual for taking free facilities like water electricity, food, kerosene, cloths etc. Due to these facilities other developmental works disturbed and honest consumer feel guilty to pay the bills and not taking the facility of free. In future 10-20% honest consumer may divert for not to pay any bill thinking that lastly the govt. whosoever may be will waive off their bills. more

Delhi Govt. should not waive off the water bills, it will increase people not to pay bill and wait their turn to get such scheme in future to waive of their bills. Honest people who are regularly paying their bills, they stop it, if such policies continues. If Jal Board got good revenue, instead waiving bills, they can make a survey of each & every houses whether they have proper meter connections/without meters/stop meters etc. Thereafter they can make a plan to install new meters instead of old meters, set right stop meters and make it easy & encourage people to get new connections. The charges incurred for above work to be fixed and to be distributed as 50:50 (50% by govt + 50% by household owner). If each & every people have good running meters, they can upload the readings on the Apps and their Bill can be generated accordingly. However, there should a random check required quarterly or half yearly. Delhi Jal Board can adopt the working style of IGL-PNG Supply system to supply water to each & every home. This system will regularize the Jal Board System properly and help to avoid corruption & theft. Also more people will get benefited with this scheme. Hope many people will be happy with this scheme instead of free schemes. more

I did some calculations last year to show some of my friends that the actual loss from this scheme wont be much. Part of these calculations can also help the above point. Rate card of Delhi Jal Board for a Domestic Connection as on 1-1-2014 - The total bill amount for some hypothetical consumption as per the above table is (including 2 paise per KL water cess) - Old Bill. Now with free water till 20KL, many of these might shift from an illegal connection to a legal one. Also, out of 20 lakh water connections only 5.25 lakh have proper meter (data in same news report), in case meter is not working DJB used to bill a fixed amount irrespective of their consumption. Now, in the "Free" water scheme, you need to have a proper working meter for getting the benefit.
