MTNL is a PSU telecom service provider. PSUs specially who are providing consumer services are not lagging behind in the grievances faced by the consumers. Now if the email sent to the Chairman of the PSU bounce back with a message "over quota" shall we presume that quality of services are equally worst whether it is any tom beacon and harry service provider? more

I am reproducing below the message received back on failure of the delivery to Finance Deptt. of MTNL:
"Your message cannot be delivered to the following recipients:

Now if the email to PG Cell, CMD and Finance Division can not be delivered and the mail box is over quota, the plight of the MTNL could be well imagined and the Prime Minister of India is thinking to merge two PSUs viz MTNL and BSNL. The plight of the subscribers post merger could be well imagined. more  
The Prime Minister of India says technology development and if such is the attitude of the senior officials what way we are developing technology. Over quota could also mean number of complaints about the services which are not being looked into. Another fact is also worth stating that the official emails with designations are not directly seen by the Chairman but are seen by their their sectt or an official attached to it. The PG cell of the MTNL also remain most of the times as "over quota". more  
MAIL BOX WILL CONTINUE TO BE FULL UNLESS AND UNTIL SOME ONE DARE TO OPEN IT AND DO THE NEEDFUL.
MOST OF SYSTEMS IN GOVERNMENT OFFICES ARE SAID TO BE AVAILABLE ON RECORD BUT NOT FUNCTIONAL AND OF ANY USE FOR THE PUBLIC. more  
Over quota means that they or their PS/OSD have not been able to check mails and the mail box is full. This is not unusual phenomenon in public sector with top or very senior officers as they are busy in other affairs to keep their job/power intact. Service is secondary matter to them to be taken care of by junior bosses. more
