Transfer in government service is nothing but vendetta option for Officers in the hierarchy who threaten the staff and lower level officers to act according to the whims of the Sr officers much against their conscience. This is indeed gives room for corruption but on the other side the staff and officers are also guilty of being corrupt if they are posted in a particular dept for a long time. Today if in a govt., office if a clerk or lower level officer is caught red handed seeking bribe he is suspended and the senior officer very coolly declares in a press conference that the guilty officer will be punished as per law. This in MY OPINION IS NOT CORRECT THE SENIOR OFFICER AND ALL HIS SUBORDINATES SHOULD BE MADE PARTY TO THE CORRUPT ACT HAPPENING IN THEIR OFFICE PREMISES AND ACTION SHOULD BE INITIATED AGAINST ALL THE STAFF/ OFFICERS IN THE HIERARCHY OF THE OFFICE AS THEY ALL HAVE A COLLECTIVE RESPONSIBILITY. THIS WAY WE CAN ALSO NAIL THE SENIOR OFFICER UNDER WHOSE BECK AND CALL THE JUNIOR STAFF AND OFFICERS INDULGE IN CORRUPT PRACTICE. iF THIS PROVISION OF COLLECTIVE PUNISHMENT IS PREVALENT THEN THE HIGH AND MIGHTY WILL NOT BE ABLE TO PASS OF THEIR GUILT ON A LOWER STAFF /OFFICER AND MIGHT PREVENT CORRUPTION. ABOVE ALL WE SHOULD HAVE GOOD LAWYERS & GOOD JUDGES AS TODAY WE ARE A FAILED NATION AS FAR AS THE JUDICIARY IS CONCERNED! TODAY THE JUDICIARY IS FICKLE MINDED AND APPLIES LAW SELECTIVELY TO THE HAVES AND HAVE NOTS THATS WHY WE ARE A FAILED NATION. THE IRONY IS THERE IS A LOWER COURT WHICH SLOGS LIKE A DONKEY AND TAKES DONKEYS YEARS TO COME TO A CONCLUSION THAT A PERSON IS FOUND TO BE GUILTY OF A CRIME WHICH THE WHOLE NATION IS CONCERNED AND THEN LIKE A MAGICIAN PULLING OUT A RABBIT OUT OF HIS HAT WE HAVE A HIGHER COURT AND ITS JUDGE/S WHO WITHIN A MATTER OF DAYS JUST TRASHES THE FINDINGS OF THE LOWER COURT AND GRANTS THE BENEFIT OF DOUBT TO ENABLE THE GUILTY IDIOT TO ROAM ABOUT FREELY. TRANSFER OF EMPLOYEEs: A MAJOR ISSUE FOR CORRUPTION/ VENDETTA When appointments or transfer is made on a price you cannot help corruption from creeping into govt. service. Genuine employees either get discouraged and opportunist gets encouraged. Any individual legal action available today, can only help advocates who cleverly prevent or prolong delivery of justice. Transfers on personal vendetta, is common in most govt. offices. The cases of Durga Nagpaul, Ashok Khemka, or Kiran Bedi had only helped the media to generate hype and earning through hi-profile discussions. Can anyone provide any case that has been remedied through media hype? If media should not be a mere entertainer, it will have be persistent & consistent even if the viewership plateaus (not that our media men do not have tricks up their sleeves to ‘up’ the viewership). One senior leader and economist told me once "Dr. Ramakumar, if there is a rule that no employee once appointed, should be transferred outside the district, once they are appointed, the income of peoples representatives will be reduced by 80%. In my opinion all employees need be given a choice to select their district on their first appointment (on merit). They should not be transferred out side of the district unless on their promotion or as punishment.” But who will bell the cat?? There are many genuine cases for transfer say, marriage, sickness, handicap etc. But for that there can be (and has to be) feasible, observable, relevant, measurable and recordable criteria for transfer.
