CORRUPTION IN GOVERNMENT OFFICES - The real solution to the issue would be to bring in new set of rules in place of the old rules made for the british officers. The government officers are shielding themselves under the various powers available to them under the old set of rules. We need to understand that those powers were designed for the british officers to enable them to RULE THE PEOPLE WITH IRON HAND so that that there was no uprising against them. Check the rules of IRS, IAS, etc . They date back to period between 1860s & 1930s. Today the bureaucrats are not allowing to change those rules as they control the corridors of powers. This can only happen when a TOP leader is interested and shows the political will to scrap them. Till then it will be a GAME of catching a corrupt government officer once in while. more  

What you say is correct . But by just making new rules will help? The answer is no One strong man at the top will improve the situation. Implementing the law is poor because the authority who is implementing is sluggish and has no fear of anything.I do not want to blame or give credit to anybody but we are sluggish on many things . more  
I agree we should try to rewrite and put in flow charts to direct the uninitiated to submit required documents which should be bilingual and not just in Marathi more  
Our rules and regulations are very old and were established by British Govt to suit their working style.The British Officers were honest in implementing the rules.Now such honesty is rarely noticed in the Govt. working.If anybody tries to swim against the flow of corruption ,he is victimized like Mr.Ashok Khemka .It's high time for us to re write the rules and bring Transparency in it .The question is whether our politicians and babu's will accept such change? more  
THE ADMINISTRATION HAS TO BE MADE TRANSPARENT AND LAWS SIMPLIFIED, TO END CORRUPTION. MORE THE LAWS, MORE THE OFFICIALS TAKE ADVANTAGE AND LEADS TO CORRUPTION. BUT WILL POLITICIANS ALLOW TRANSPARANCY? IS THE BIG QUESTION. more
