Yes Delhi can become pollution free state but unfortunately there is no short cut available .
Delhi Government has studied its Master Plan and also very much aware of the causes mainly responsible for its damages
Lets take them one at a time -

How to reduce Air Pollution in DelhiNCR -

A) by removing /reducing the number of substance that mainly responsible for causing Air pollution
B) by pumping in Fresh PURE AIR in the atmosphere .
C) Accelerate the Natural Process of cleaning Air ie
Increase the number of trees not only plant new sapling but go for ( Tree Transplantation )

Suggestion -

1. Put restriction on the purchase of new vehicles
How
a) Make it mandatory Every vehicle purchaser has to plant at least 10 trees before getting the delivery of the vehicle.
b) discount facilities like free car services etc. to be given, on showing proof that the sapling is being well looked after.
c) encourage sale of CNG fitted vehicles as much as you can

2. Introduction of " TEEVRA METRO "
like we have teevra mudrika
for non stop metro routes like -
Rajiv chowk to IFFCO chowk
Rajiv to Nehru Place
to Raja Garden
to Dwarka
to etc. etc.
keeping minimum 20km length at stretch with speed 200km/hour

3. Issue ONE CONSOLIDATED MONTHLY PASS
to regular commuters for Rs.1000.00 or so
with the facility of travelling any where -
a) Metro
b) Buses
c) link buses
d) E Rikshaws

Of course within restricted period only.
this will help them reach their destination on time

4. E RIKSHAW - LANE ( For better connectivity)
on the extreme left side of the road all along the foot path create a special lane for E RIKSHAWS which will move non stop with the frequency of 10 seconds with no over loading It should be marked on the road as we did it at the time of common wealth games
separate colour distinction for senior citizens and ladies
5. FOOT PATH CLEANING -
remove all the encroachment from the footpath
with no pan walla, barber , chhole bhathure wala, rajma chawal wala or paani wala next to bus stop or adjoining area . No car repair scooter repair or rikshaw repair walla on the footpath , No bhagwaan ki murti next to peepul tree on the footpath .

6. Bicycle Track -
Construct bicycle track whereever possible all along the foot path

7. Remove Jhuggi Jhopri from the encroached area and get the multi storied building constructed with enough multi level parking space for the commuters' vehicles/ cycles
8. remove beggars from the flyovers underneath .

THE GOVT OWNED CARS, VIP CARS AND OTHER PUBIC UTILITY CARS ARE NOT GOING TO FOLLOW THE RULE. AS A RESULT THE WHOLE EXERCISE IS GOING TO BE APPLICABLE ON A FEW CARS ONLY. IT IS NOT GOING TO IMPROVE THE AIR QUALITY. THE CITY GARBAGE IS BURNT IN OPEN AT THE GARBAGE DUMPS. THIS THE ONE OF THE MAIN SOURCE OF AIR POLLUTION. A BY PASS ROAD OFFERING ALTERNATE ROUTE TO TRUCKS IS UNDER CONSTRUCTION FROM LAST 15 YEARS AND HAS NOT BEEN COMPLETED, DESPITE SPENDING MILLIONS. QUICK ACTION NEEDS TO BE TAKEN TO ENSURE THAT UNNECESSARY TRUCKS DO NOT ENTER DELHI. IMPOSITION OF GREEN FINE IS A GOOD STEP, BUT STILL IT IS CONTRIBUTING TO AIR POLLUTION TO SOME EXTENT. BURNING OF AGRICULTURE LEFT OVERS IN THE AGRICULTURAL FIELDS SHOULD BE BANNED AND STRICTLY ENFORCED. THE RECENT SMOG WAS RESULT OF THESE FIRES IN HARYANA AND UP. THE PRACTICE IS HARMFUL AS IT BURNS THE SOIL SKIN AND KILLS THE FRIENDLY WORMS HELPFUL IN MAKING THE SOIL FERTILE. SALE AND BURNING OF FIRE CRACKERS SHOULD BE BANNED AND MADE PUNISHABLE. IT IS A HUGE WASTE OF MONEY, RESOURCES AND IS HIGHLY POLLUTING. THERE ARE BIGGER BETTER THINGS TO DO FOR THE GOVERNMENT, IF THEY ARE REALLY INTERESTED IN IMPROVING THE AIR QUALITY. Dear Mr Ashok sehgal, You have raised quite a few issues n solution thereof. I had shared my views n suggestions on Pollution front which will follow. Your very first point - POPULATION is the most important issue n I m surprised that not much thought has gone into it. I make the following statement : "WHATEVER WE DO, in any sphere, WILL REMAIN INSUFFICIENT TILL WE TACKLE THE POPULATION ISSUE". ( Ignore all who claim this as a strength) To reduce congestion we constructed bridges, Created Metro, introduced buses what happened ? issue remains. Mr Kejriwals policy of odd/ even cars is not well thought. Everyday they will come out with something . This way policies are not made. Have they considered that Cars contribute only 20% of total pollution ? Even as per the current policy, you can reduce polution atbest by 50%. ie from 40 times to 20 times n if something happens say 10 times. Does this make delhi better ??. Having said that, I give below some suggestions to help Delhi : ===================================================== Odd / even Car policy in Delhi. It seems Delhi government is all set to introduce odd/ even car policy. Let us now help them in improving the stated policy. Some suggestions….. 1. Offices that have Saturday – Sunday off may be asked to change it to Wednesday and Sunday. 2. The odd/ even policy is made effective between 7.00 hrs – 21 hrs only i.e. mainly during office hours. (This will permit outstation families to plan entry / exit irrespective of their car number) 3. All major companies be asked to introduce their own buses for the convenience of their employees. (This will be their contribution to pollution free Delhi which is obligatory to some extent)) 4. Diesel be priced at par or even higher than petrol in Delhi. (The argument that owners will buy from outside is not entirely practical) 5. No truck entry during 7.00 hrs – 21 hrs. 6. All Diesel & Petrol vehicles older than 10 years & 15 years respectively to be banned in Delhi. 7. Senior citizens may be excluded from this scheme. It is necessary that senior citizen is owner. (Excluding Females from this scheme is not a good idea as they comprise sizeable number) 8. This policy may not apply to two wheelers as it represents lower strata of the society & Two wheelers do not occupy so much space. 9. Under No circumstances, Ministers / Politicians be excluded from this policy. 10. Promote Battery operated Rickshaw & vehicles. 11. Close down all polluting industries within 10 km of Delhi. 12. Create Satellite townships which are ATLEAST 20 km away from Delhi with no HABITATION in between. All this policy will at best reduce pollution levels by say 50 %. Still very high then permissible limits. Request others to contribute. more  
Dilli has NO CHOICE but limit growth..... or let its residents die prematurely..... all this bs about jobs and opportunities, quality of life, traffic/commuting woes, even collectively, pale in front of the pollution and population influx tsunami headed straight to... India Gate. Yes you get a job in Gurgaon and move there.... and in a few months for "no rhyme or reason" to suit someone's ego, insecurity, failures or successes, etc... you are sent/transferred to "NOIDA branch"...... Well tell me how the lakhs of Dilliwalla's who suffer such fate enjoy any of the above benefits of an ever growing metro and how the daily 4-6 hr commutes help them and Dilli's pollution..... with or without use of Metro, Public Transportation..... THEY ALL POLLUTE.... SOME MORE AND OTHERS LESS... THAT IS ALL... in addition Delhi has received another lakh or new residents by then..... all polluting and demanding/needing "basic facilities and services".... housing, transportstion, water, sewer, power, garbage/waste disposal, police/security.... and on.. and on... and on.... What do we do....????.... start "spreading the word" by mouth, internet, letters to media, etc... remember the origins of Shiv Sena was based on this very issue in the 1960's-70's..... and let me tell you commuting in Mumbai by train... even in first class.... then was a "torture and exhausting"..... yes I was there at that time when Rajesh Khanna was "king" and Shiv Sena was just being born.... I can assure you the situation there is not much better now, but yet we use the famous Mumbai "local trains" and Dubbawallahs as "problem solving solutions". Yes.... they solve some problems, of unplanned excessive urban growth but are not a solution for ANY planned and SMART urban center/town/city.... Dilli can only "dream" of Dilli in the 60's when Safdarjung Airport was the southern limits and anything North of Civil Lines..... was "middle of nowhere" and the air was clean and fresh with greenery all around (yes roads used to be washed daily(???).... but one can STOP and ENFORCE expansion..... if one wants to..... collectively to help "take an assessment" of what to do, and then do it, and do it againgand again..... till everything starts working like in the best of metros of the world..... and not Mumbai, Chennai, Kolkata, etc.... Dilliwalla's (and these other metro residents also) deserve much much better.... or don't they....??? more  
Punish those who have messed up with Delhi's climate by indulging in corruption, allowing encroachment and designing and passing faulty roads n flyovers. Impalement the existing laws will just b sufficient. In other words be honest which is not possible. So forget about any improvements. more  
Rightly Said the Real problem of Delhi is uncontrolled growth of population. This needs to be checked. For reasons better known to our Politicians & decision makers, this problem is not even touched. This reveals the atomistic approach taken by the decision makers takes the problem to uncontrollable level. Need to have real study of problems & the real solutions. more
