Veterinary public health (VPH) in Indian context components of VPH includes three specialty services viz. 1)food safety, inspection and certification 2) efficient animal product technology and abattoir management 3) animal population control, stray animal control and containment of zoonosis. To educate the public an expert on veterinary public relation (Vet-PR) is needed.(for the education and awareness program of school children, public and public men). It is impossible to run the project without proper staff specially trained for abattoir management, food safety (HACCP), street dog behavior, capture of street dogs, surgery, anesthesia, and clinical diagnosis. Every trainee has to be screened through skill assessment. Without competent regular staff it would be a mere dumping of public funds into non-performing asset. (NPA) IT IS WORTH REMEBERING THAT “IT IS NOT THE SHOE THAT YOU WEAR, BUT THE STEPS THAT YOU TAKE THAT WOULD PRODUCE RESULTS” It is earnestly requested that the local authorities (district Panchayat, TC and LSGD) should be able to reckon reality and rectify their programs with proper actions. more  
6. ECOLOGY OF RABIES: Dr. F.X. Meslin, an international expert on Rabies control who visited Kerala, in 2008, suggested the Multi-sector program and described its success in localities of Thailand and Serengeti of Tanzania (two districts) may be adopted on a locality-wise neutering. Positivity of Rabies could be reduced through region-wise ecology of dog population. Ecology is the scientific study of interactions among organisms and with their environment. In other words it is the interactions that organisms have with each other and with their abiotic environment. Ecology of disease/ deficiencies/ crisis/ hazards/ disaster helps us to study causality of a problem. ETHOLOGY The pioneering studies of late Prof. S.J.S Odendaal, (of Pretoria, South Africa), in Veterinary ethology* is now considered highly useful for scientific application of animal welfare oriented veterinary practice. [* veterinary ethology is the study of animal behavior vis-à-vis human behavior] 7. A RESOLUTION for Establishment of Veterinary Public Health departments A resolution was passed in a Seminar on, “Merging modern science for sustainability, health and wellness: a vision for synergy in veterinary, medical, other sciences and technologies” which was organized jointly by the Indian Veterinary Association, Kerala & Dr. C.M. Singh Endowment Trust from 30th November to 2nd December 2006 at the Conference Hall of “Kanakakkunnu Palace” a resolution was passed as below”. This was seminar was attended by the then worshipful mayor of Thiruvananthapuram. A paper presented by chairman Health committee, Adv.G.R.Anil. , Establishment of Veterinary Public Health departments in Municipal Corporations and Municipalities: “…….. it will be necessary to establish a department (or at least a section) of Veterinary Public Health in all the major Municipal Corporations and Municipalities with one lakh populations or more in the first instance. To be cost effective and economically accountable to the public funds, such facilities can be and need be identified as associated institutions of R & D units (of medical and / veterinary universities) of the state concerned. Medical / Veterinary / Agricultural universities can use the infrastructure of abattoirs, fodder farms, veterinary units, meat plants, animal bio-waste energy production (biogas) units, solid waste disposal units, dog licensing/ stray dog control units for education and research. The bio-material, data and the staff can form part of training-ware for higher studies and research. Such units can also develop bye–product units and meat certification facility for export using public-private co-operation.” For the success of ABC-AR it is necessary to involve a veterinary ethologist and get some senior professionals trained in animal behavior-vis-à-vis human behavior. A preliminary training on animal behavior will also help the Animal Welfare organizations (AWO) to perform their role more effectively. Many pets are abandoned because of their unfriendly behavior. Socializing of furious dogs is possible and is worth attempting before the terminal steps to put them to sleep compassionately (if at all it is inevitable) [Pl. read section 11 & section 38 of PCA Act 1960]. more  
The Animal Birth Control (Dogs) Rules, 2001 (hereinafter termed ABC-AR) is being debated threadbare in the apex court of India. Cases for compensation are being presented before the Justice Sirijagan Committee. Compensation is normally granted to cases where there is a system failure or unexpected acts God beyond human control. The entire case of Kerala’s dog bites (more than 2000, as reported) may have to be traced in the light of the implementation of Animal Birth Control (Dogs) rules 2001, for the past 15 years. Advocates pleading against ABC-AR and some media reports are blaming lack of funds as the impedance to implementing ABC-AR in Kerala (in letter and spirit). If we put compensation claims in the range of 0.5 to 5 lakh per victims the amount payable for a minimum of 1000 victims can be astronomical. Information received through RTI applications reveals that i) local authorities have neither proposed a budget nor have asked for specific funds in the past for ABC-AR. ii) Funds allocated by govt. are spent (often more money is spent) on purchases and civil work leaving hardly any funds for appointing properly trained manpower on a regular basis or as part of a project of, say for 3-5 years, duration. iii) Operational process remained a mere formality; forcing generalist veterinarians to undertake ABC surgery without specific training. This limited the program to reporting. This generates a suspicion that the entire exercise may be to show the community that Animal birth control is impracticable. iv) In 2011 the Animal Welfare Board of India (AWBI) vide circular letter to all AWO’s, SPCA’s and local bodies (Ref:2-3/2010-11-AGM/CSS dtd March 7th, 2011), asking them for details of actual expenditure incurred per dog in various components of ABC-AR. No action seems to have been taken by local authorities, state govt. or AWO’s in Kerala. v) It provides room for a suspicion that some middle level officers, either with vested interest or out of incompetence are wrongly advising the local authorities A review of the actions of three Officers working for Thiruvananthapuram Corporation (TC) would reveal gross irregularities and unprofessional approach in handling ABC-AR for TC. more
