Manoj ji Laws are there providing for stringent punitive action but there is 'NO WILL' to enforce it. Rape is an affront on the very life of the affected person who suffers the trauma of the same for the entire span of her life.. it is more heinous than pre-planned murder or attack on parliament. Even then, our judiciary opines that no death penalty is warranted and lets the criminals go with mock punishment. When judiciary also is not taking stringent measures why would a criminal so endorsed mend his ways. No, he won't on the contrary, he would persist in such crimes and continues to go scot free to commit more. more
