Most of the activities that is completed by dose of bribe is due to ambiguity in law, most of the officers complete work after accepting bribe when all the formalities are compteted. There should be review of all the law, order and clarification and any confusing section/rule must be amended suitably as such the offier is not able to deny the work. Bribes are paid when adanga is implied by offiers taking shelter of confusion in section/rule. So in most of the cases our Rules and Regulations are encouring the bribes. When work is done on bypass of any rule then the rule must be scrapped. No help no brobe. Smuggling happen when custon duty is high.

Mr Shekhawat I agree that most of the laws and the rules /orders are purposely kept ambiguous so that discretions play their part. There is definitely a need to ament such laws so as to bring clarity.
