Lawmakers of a democratic Country represents the citizens and share their aspirations. Such aspirations and course of action get deliberated at the Parliament which is the temple of democracy.
Disallowing this temple to function is an offence and manifests indifference towards masses. Therefore the minimal penalty for disruption of functioning of Parliament should be NO WORK NO PAY. If this behaviour gets repeated , stricter deterrents to follow.
The Petition was also marked to:
PRESIDENT OF INDIA
 -
Even demanding certain public oriented issues falls under discharge of duties. Unreasonable, long and repeated interference, Shouting, Surrounding Speaker/s Podium all are such really punishable .
Members of various constituencies simply working with a motto shouting, dharna, rounding Speaker's Podium etc., those require marshal intervention ONLY TO MAKE THEIR FOLLOWING TEAMS and public know their Fight for the people . Display of Slogans silently , completing speech in 2, 3 sentences is enough as we also view the Live with same royalty and loyalty of Elected Members for a Rule term of 5 years .
Simple no work no pay is not enough . Specific Regulations are required .
Every Political Party is afraid of approaching the Supreme Court for any disputed issue that they find as unjust, against public and national interest, and are against to the Constitutional Mandates . more
