No politician with basic education of graduation may be allowed as minister in states & centre

Ministers of states as well in central govt should not given any portfolios if the he or she does not have minimum graduation. To gain the control on the states/central govt,the money of tax payers going waste to give them big facilities,etc while needy are getting the benefits.
The legitimate demand that can take root is, Electing Rajya Sabha and Council Members from various Fields of Skills directly by Voters of above Graduation. This will eliminate present nomination and capture of Seats of Upper Houses while those possessing Criminal Nature already at Score of 36% . Illiterate Voters and those who are not Educated above Intermediate, cannot and do not know the realities of Convictions, Candidature and Conducts of the Contestants.
In fact, Education and Adequate Means of Livelihood had been set away from general public only for bagging lump-sum votes from those who do not know even their Citizen rights while the Election Commission of India do not have rights to disqualify those of Convicted or Criminal Nature IN CARRY OF THE RULE IN THE COUNTRY. more
