# Ensuring Transparency, Accountability and Eligibility of the beneficiary in the entire process of the Award - Distribution of the compensation.
Nowadays, the announcements on Victim Compensation Awards has itself become a Victim of Political circumstances !
And also, there are awards + Govt. jobs! ; on compassionate grounds Okay! but there has to be a thorough analysis for justification. Or otherwise these sops will pave way for exploitation of situations. The considerations under a given situation should be viewed in reference to the cause of Damage/Loss ;- Natural disaster/ calamity, Riots & arson/looting , Accidents, Wars ;
There should be some statutory rules that should govern/formulate the policy of "Compensation to Victims";
It should not be exquisitely under the discretionary power's of the Head of the elected Govt.
