Why only premium or AC special premium trains

To cater the heavy rush during this summer, railway has started only premium or AC special premium trains at many routes. These trains includes tatkal charges as well as catering charges. We all know what quality food are available in the trains. If you look at the occupancy ratio of these trains, you will find that it is not even 50% at some routes. So instead of making money, railway is loosing the same. For a common man in a country like India, it is too costly. So these trains are running but of no use to passengers.
These trains should have the cap on the maximum fare. 40%-50% should be in premium quota and rest should be in normal quota. By doing this passengers will be in a position to afford journey in these trains and railway will also make money. more
