What offices are you still finding touts/middle men at?

As most of you are familiar, LocalCircles has been working since 2014 to get Government to eliminate the role of middle men through technology and citizen centric governance. Middle men, brokers and touts in most places play a direct role in corruption and corrupt activities at Government offices

With this post, we would like to seek your specific inputs on what are the different Government offices where you have seen them operating. Please be as specific in your inputs because the objective is to understand systemic issues and escalate them for action.

There are no touts outside government offices, but agents are referred by lawyers. Govt employees take bribe, without which they stall / endorse the file saying 'Closed' / insufficient supporting documents. more

1. RTOs (ONE OF THE WORST) 2. School admissions 3. Property transactions like property card, registration 4. All approvals from municipal corporation bodies more  
1. Courts (they are horrible) 2. Municipalities 3. Tax 4. Building Sanctions, Rentals, etc. 5. Property 6. Almost all development authorities 7. Pollution boards 8. Forest Departments 9... wherever there are government bodies, there is corruption more
