Our country is a perfect example of unity in diversity. In May-June we were struggling against lack of available water and rains. Farmers were committing suicide because whatever seeds were planted would not germinate because of lack of water. This condition was prevalent all over the country. All citizens (unity) were suffering all over the country (diversity)
Now, come July - August, the very same states are reeling under floods. Too much water. Again the same farmers are suffering. In addition major roads are in a dilapidated condition, as if they were made not with tar or concrete, but with water.
After 70 years of independence people in India are suffering because of absolute lack of any program of water management. Surely it cannot be so difficult, if there is political will to use technical expertise available in the country to tackle this problem.
This problem has actually united the diverse country with a single issue.

The governments opting only political interests at different side tracks not only neglected the well being of their Citizen but also grossly neglected even the preservation of Waters in their States while even could not arrest the loss on Floods . Even now , a well planned Reservoirs , Tanks , ponds , interconnecting Channels, Streams , Canals are to be finalized in every State to prevent the losses on Floods while preserving waters after letting the quantities for increasing Cultivation . more  
There has been always drought and floods alternating in a year. This should be taken as God's gift . The authorities working andretired and intellegentsia do have the knowledge of the flood plains , the rain fall precipitating areas [catchment]and the flow pattern of water in the event of floods. Now that we are experiencing the south west monsoon gathere the above information and when it is over in a months time paln out action for the next monsoon now. * Change the flow pattern of the floodwaters towards lakes , ponds and irrigation wells . This was what our farmers were doing ages back. They knew where not to construct houses and where to dig wells. * In the hilly aresa build small check dams to arrest the water for the catchment areas whose aquifers to be recharged. * In villages and houses where this sort of flash rains and floods occur prepare rain water hafvesting structures. * Have a close liaison with the meteorology department to be prepared with flash rains and floods and make pland to conserve them for the drought days / months. * Conduct classes to the farmers on methods of conservation of water. * All these water conservation spots also make them aware of mosquitoes that will use watere as a source to multiply. So encourage them to use Thilepia and Gumbusia fish varieties whic will consume the larvae. more  
Creating new lakes and de-silting existing lakes would eliminate water scarcity. The water table will raise to sub 200 ft, and wells will get filled if the lakes are there. If we plant more trees, the soil erosion will not be there and more water will get absorbed in to the soil rather than contributing to the flood more
