Vehicle scrappage - the 15 years lifeline

Discussions galore on the scrappage of vehicles after 15 years, even it the vehicle has run for about 15000 to 20000 kms. Covid struck in 2020. For at least a year, people seldom took out their vehicles because of lockdowns, work from home etc. Even now, many people are working from home, either fully or for part of the week.
With driving becoming more and more difficult in cities and towns because of poor traffic management and roads, people prefer to take app based vehicles or public transport (where possible), leaving their private vehicle at home.
The FM says that the govt will scrap 15 year old vehicles and buy new ones. Who pays for the new ones? Govt = tax payers money.
This scrapping will have an impact on the vehicle maintenance service providers and used car dealers, since people will desist from servicing their vehicle (anyway, it has to be scrapped) and used cars buying will reduce.
So, instead of making vehicle manufacturers and their dealers rich, can the govt have some considerations for the owners of the vehicles. Some suggestions:
- Mandatory service every year. Otherwise, insurance will not be renewed. Pollution certificate will not be given.
- Vehicles spewing smoke impounded immediately, irrespective of pollution certificate.
- Vehicles in bad condition, externally, impounded.

If the vehicular emission norms the same, definitely mandating replacement totally unjustified. Environmental conditions requires the transition, hence government demanding this. Indian cities among the world's most polluted. Empirical evidence determines policy action. more  
15 years old BS III, replaced with BS VI. Emissions 1/15th the earlier vehicles! Can that be bad? more  
Present scrap policy may be made applicable to commercial vehicles. Fitness criteria will be best for private vehicles. more  
We are Senior Citizens and our cars hardly runs. But we need it for our COMFORT, because other mode of transport does not suit us. Hence atleast for Senior Citizens, they MUST have a CRITERIA of Km Run by the Vehicle. more  
Vehicle scrapping policy is beneficial for new cars and in turn for the manufacturers. At the same time, it is harmful to the private garages. As it is, if you look at the private mechanics and garages, they are on death bed as most of the owners get their vehicles services at the company authorised service centres which is very very expensive and they are minting money for no valid reason by intimidating the owners with serious consequences if spare parts are not replaced after certain kilometres irrespective of the fact that they are not worn out. more
