The localcircles had gotten our opinion on cess deployment. We want to give our real opinion year an half later. I think we have been fooled. more  
pls use entire funds for procuring and placing Garbage Bins to every village, every Town and every Metro , without routing thru the local bodies. Let the manufacturer/s deliver and install these garbage bins across the nation, let the local bodies verify/confirm with a photograph and then release the payment. The density of placing these garbage bins has to be 100ft i.e. at a distance of every 100ft, two garbage bins (dry & wet) should be fixed. more  
SBF should display on everyday basis, the source and sink of fund. more  
In the white paper I see the mention of only Cities/Urban areas? Some SBM cess funds should be spent on cleanliness of villages also. Cities and villages affect each other. Mainly it is the City garbage somehow ends up in villages/rivers/lakes/roadsides. Village Land, air and water get polluted. But then, the food (vegetables and fish) grow on that and come back to feed the city residents. However, if it is a drive of the Ministry of Urban Development only, then I do understand the focus on the cities. If not, please do include a point or two about the village cleanliness, especially near the cities. Nahin to yahan ka kuda wahan, aur wahan ka kuda yahan hote rahega. I have photo proof. more  
if the government can disburse some cash incentive to individual families and all small commercial establishment, for segregating and delivering the garbage to designated collectors then rubbish may not be thrown all round the dustbins on the roads and cash crazy society may help us to achieve the mission of keeping Bharath clean more
