Ticketing Touts - Inputs Sought on Root Causes

Below are some of the key issues as identified by you in regards to touts involved in Railway Ticketing. Kindly review and share your inputs on Root Causes of these issues.

With the assistance of this circle, we have plugged multiple gaps in ticketing and we hope that with the out put of this discussion, we will be able to close a few more gaps.

Ticketing Touts - Key Issues

1. Touts can be found on major stations selling tickets at a premium
2. Touts take money to get waitlisted tickets confirmed
3. Touts make people travel on tickets which are not on their names
4. Touts use illegal software to book tatkal tickets in bulk
5. Touts enter multiple passengers/ticket details together in an excel sheet and run some kind of script on that excel at the tatkal opening hours. The scripts allows them to book many number of tickets at one go with auto payment facility
6. Touts collude with the ticket booking officers to book VIP tickets for passengers at a premium
7. Some touts also bribe the TTE to offer seats to passengers with no ticket
8. Touts get a name change done on pre-booked tickets and sell the tickets at a high price
9. Some touts have blank MP letterheads which they use to avail Emergency Quota and make money. more

एक तरफ राज्य सरकारें करोड़ों की संख्या में नागरिकों को स्मार्ट मोबाइल फोन मुफ्त में बाट रही है ।
वही अत्यन्त खेद के साथ कहना पड़ रहा है कि भारतीय रेल के पास ऑनलाइन पैसेंजर रिजर्वेशन की सारी आधुनिक टेक्नोलॉजी व नेटवर्क होंने के बावजूद अपने TTE को ऑनलाइन रिजर्वेशन के लिये ऑनलाइन रिजर्वेशन टिकेट इससुइंग मशीन / टैबलेट कंप्यूटर या स्मार्टफोन केवल इस लिये उपलब्ध नही करा रहा है कि उसकी मनसा चलती ट्रेन में रिजर्वेशन टिकट अल्लोत्मेंट में व्याप्त भरस्टाचार को समाप्त करने को बिल्कुल नही दिखाई पड़ती है।

सुझाव

(1)भारत मे 12617 ( गूगल पर उपलब्ध आकड़ो के अनुसार) ट्रैन प्रति दिन चलती है। अगर एक ट्रेन में एवरेज 5 TTE के हिसाब से 63085 TTE सेवा में होंगे अर्थात अधिकतम 63085 टेबलेट PC की जरूरत होगी वर्तमान में अच्छी कंपनी अधिकतम ₹ 8000 के हिसाब से ₹ 50 करोड़ की आवस्यकता होगी जो भारतीय रेल की एक मामूली सी रकम है केवल इक्छा शक्ति की जरूरत है।
(2) अगर सभी TTE को चलती ट्रेन में रिजर्वेशन टिकेट allot करने लिये टेबलेट PC उपलब्ध करा दिए जाते है तो TTE को एवरेज संख्या को 5 की जगह 3 किया जा सकता है अर्थात 12617X3 =37851 टेबलेट PC की ही जरूरत होगी X8000=₹30
करोड़ के बजट की जरूरत ही जरूरत होगी।
(3) ऐसा करने से 12617X2=25237X₹50000( TTE की एवरेज मासिक सैलरी)=₹126 करोड़ मासिक सैलरी की बचत होगी

ऐसा कर चलती ट्रेन में रिजर्वेशन देने में व्याप्त भरस्टाचार को पूर्णतह समाप्त किया जा सकता है। TTE को केवल उपलब्ध वकेटेन्ट सीट को ऑनलाइन मार्क करना होगा। जैसा सभी जानते है आज के डेट में रिजर्वेशन श्रेणी में सफर करने वाले 80से85% यात्रियों के पास स्मार्ट फ़ोन है । ऐसा करने से वे ऑनलाइन current बुकिंग में जा कर सीटो को उपलब्धता के हिसाब से स्वयं भी रिजर्वेशन बुक कर सकते है । इस तरह सीट बुकिंग का भी अधिकतम उपयोग ट्रैन के सोर्स स्टेशन से छूटने के बाद भी किया जा सकता है ।

ऐसा करना समय की तत्काल आवश्यकता है।

for ticket ing touting we all are also resposible and artificially demand created by tout and demanded route provided more birth. more  
In the age of cheap data & internet, almost everybody has access to it & can book tickets either by themselves or with help of their relatives; Then, why the railway reservation agents are still allowed to keep looting people in locality. They should all be declared banned & raid should be conducted to catch those who are doing such business, should be arrested.

The second thing is local businessmen keeps feeding the local policemen & politicians with commissions on their looted money, so, as to continue it in a corrupt ecosystem. This commission business between private local businesses & authorizes can be seen every where across the country, not just reservation booking. more  
I strongly feel there must be some link between Railway workers and these ticketing touts otherwise how one can explain that u don!t get desired bearths even if u book tickets four months in advance from counter but trout assures confidentially your desired seats. Very sad and very pathetic and measurable for genuine ticket holders.A real shame for department. more  
Actually the infrastructure developed in our india for railway is completely old, and wrong it needs modification.

1) Entry and exit of any passenger must be strictly as per the bar code printed on reserved and unreserved tickets in simple way it must be made just like airport entry.
2) Window reservation system must be inside the railway station from which only authorized and passenger or its relative with valid ID proof must be allowed to enter in to the reservation counter.
3) Remember touts and blackmailing of tickets can only be stopped once the genuine and actual reservation seeking passengers approach to window reservation system hence entry and exit of each and every individual must be identified and recorded by railway system.
4) Many touts have their internal settings with railway employees who sell their quota system just for the sake of money so now a days agents are booking online tickets in wait listed condition and later they get it confirmed for the quota allotted to the railway employee hence still the genuine and needy person has to travel with either wait listed tickets or the bribe needs to be pay to TTE during the journey in order to travel in reserved coach.
5) Busy routes have still less trains, also the connecting airports of busy routes have less flight and moreover airlines are charging higher price of tickets at last moment of even the journey is pre planned and booked by a passenger.
6) Strict legal action is still not being taken against the illegal agents and touts if they are caught, my suggestion they must be charged with the case of corruption and heavy penalty must be imposed along with the strict and hard imprisonment time which must not be less than 2 years. more
